Role Overview
The Office of Enforcement (OE) at the Department of Managed Health Care (DMHC) is responsible for representing the department in litigation to enforce managed‑care laws. This position invites a motivated legal professional to provide support to a legal team handling sensitive and complex enforcement cases, including prosecution of entities that fail to comply with the Knox‑Keene Health Care Service Plan Act of 1975 and related regulations.

Key Responsibilities

Provide legal support to OE staff under the direction of an attorney and a supervising attorney (Sup I).

Perform routine paralegal duties and more technically demanding tasks, including legal research and drafting.

Manage an independent caseload that focuses on prosecuting health plans for failing to file timely grievance reports with the department.

Collaborate with attorneys to prepare pleadings, discovery documents, and case summaries.

Assist in the preparation and analysis of legal documentation relevant to enforcement actions.

Important Working Conditions
Primary work locations are in Sacramento County, with offices in Downtown Sacramento and Rancho Cordova. The position may involve a hybrid telework arrangement, subject to departmental policy and governmental guidelines.

Minimum Qualifications

Qualifications are those required for the Legal Assistant classification as detailed in the class specification.

Demonstrated ability to perform routine paralegal duties and manage a caseload under attorney oversight.

Desirable Qualifications

Ability to locate, read, and interpret statutes and regulations.

Working knowledge of basic legal concepts and legal reference materials such as the California Style Manual.

Experience with legal research platforms, including Westlaw, ProLaw, and Relativity eDiscovery.

Ability to develop well‑reasoned legal analyses and recommend actions within the scope of assigned authority.

Strong written communication skills with attention to detail.
