Job Summary
The Chief Housing Officer (CHO) is a C‑suite executive responsible for oversight of all CHI’s housing residences/programs (shelter, affordable, supportive, permanent, rental, homeownership, etc.) in New York City, Long Island, the Hudson Valley, and future locations/counties. The CHO must have extensive experience in the homeless and housing nonprofit and/or human services industry in New York and be committed to CHI’s vision.

Responsibilities

Work closely with the CEO, CFO, CAO, CHRO, General Counsel, Senior VPs, VPs of Development, and Directors to implement CHI’s Strategic Housing Action Plan and develop a CHI Housing Development department.

Serve as a key member of the executive leadership team.

Lead and direct oversight of all CHI’s homeless and housing shelters/sites/residences in Long Island, Westchester, Hudson Valley, and New York City.

Develop and maintain relationships with governmental agencies, private and public funding sources, and businesses to support CHI’s housing goals.

Represent CHI at conferences, forums, community boards, public hearings, and other community‑centered meetings.

Maintain relationships and dialogue with federal, state, and local regulatory agencies.

Lead system‑wide housing placement initiatives to move clients from shelter to permanent housing efficiently and sustainably.

Identify innovative housing solutions and partnerships to expand housing inventory.

Ensure housing placement goals and performance metrics set by DHS and other entities are met or exceeded.

Supervise a team of Senior VPs, VPs, Directors, and managers.

Conduct 1‑to‑1 meetings with executive leadership and update performance goals and feedback in Paycom regularly.

Foster a culture of delegation, supervision, and accountability.

Develop wrap‑around services, including primary care, mental health, substance use, workforce development, and program‑related training.

Develop and monitor a housing quality improvement system, including performance management and metrics.

Schedule periodic visits to all sites in the covered regions.

Ensure homeless and housing services are provided effectively and in accordance with guidelines established by CHI and all funding sources.

Ensure that all program participants receive the services necessary to promote personal and economic independence.

Lead on finding and submitting RFPs to expand services; oversee grant reporting and performance monitoring.

Collaborate with the VP of Development on corporate/foundation proposals and initiatives.

Collaborate with the CHI housing development team to secure, acquire, develop, and build LIHTC developments.

Provide executive leadership to the homeownership department VP and staff.

Develop and implement a comprehensive housing strategy focused on expanding sustainable homeownership.

Collaborate with VP of Homeownership and Housing Retention to increase access to affordable homeownership opportunities.

Establish measurable performance indicators and ensure program effectiveness.

Collaborate with finance leadership on financial forecasting, budgeting, and sustainable planning.

Ensure optimum performance of personnel and integrate agency divisions, executive, fiscal, service, property management, and personnel functions.

Regularly assess the effectiveness of the department under supervision and implement changes where necessary.

Oversee program budgets, work closely with CFO, Controller, VP of Finance, Senior VPs, VPs, and Directors.

Ensure compliance with all regulatory, licensing, and accreditation requirements, and maintain effective reporting with external agencies.

Develop policies and procedures to align service delivery with government contracts, grants, and foundations.

Promote cross‑training and strengthen career development.

Stay informed of legislative proposals that may impact programs and advise the CEO accordingly.

Pursue training opportunities for program staff to strengthen services.

Understand all shelter regulatory guidelines and housing regulations.

Demonstrate highly effective leadership, teamwork, and innovation.

Maintain accountability for program performance and budgetary responsibilities.

Qualifications

Master’s degree.

At least twenty (20) years of executive‑level experience overseeing a large housing/homeless portfolio.

Minimum five (5) years at the Senior Vice President level or comparable senior executive role with proven supervisory experience.

Intermediate or expert proficiency in Microsoft Office applications.

Strong leadership, management, administrative, organizational, interpersonal, verbal communication, writing, and presentation skills.

Valid driver’s license and willingness to travel across NYC, Hudson Valley, Long Island, Westchester, and other regions.
