The City of Blair is seeking a dependable and customer-focused Utility Billing Clerk to support utility billing operations and customer service activities at City Hall. This position plays a vital role in ensuring accurate billing, timely payment processing, and positive interactions with the public related to water and utility services.

Position Overview
The Utility Billing Clerk performs administrative and clerical duties in support of the City's utility billing processes, payment receipts, and customer communications. This position serves as a key point of contact for utility customers, assisting both in person and by phone, while maintaining accurate billing records and supporting standardized office procedures.
The position supports the Utility Department and the Deputy City Administrator of Public Works and reports to the Finance Director/City Treasurer.
Key Responsibilities
Process and mail utility bills; receive and post customer payments accurately
Serve as a primary point of contact for utility customers in person, by phone, and via email
Review utility accounts and prepare customer correspondence, including collections notices
Coordinate utility work orders and maintain accurate billing and customer records
Provide administrative support, including data entry, recordkeeping, and process improvement assistance
Minimum Qualifications
Education
High School Diploma or GED required
Experience
Minimum of two (2) years of experience in an administrative, clerical, or secretarial role
Prior billing experience required
An equivalent combination of education and experience may be considered
Knowledge, Skills, and Abilities
Strong organizational and analytical skills
Excellent verbal and written communication abilities
High level of attention to detail and accuracy
Ability to manage multiple tasks and meet deadlines
Customer-focused with a professional and positive demeanor
Work Environment
Work is performed in a casual, open office environment at City Hall, with a focus on collaboration and customer service. Business attire may be required for certain meetings. All necessary office equipment is provided. Limited travel (less than 5%) may be required.
Residency Requirement: All City of Blair employees must live within 30 miles (straight line) of City Hall: 218 South 16th Street, Blair, NE 68008.
