General Summary
We are seeking a highly skilled and visually creative Geographic Information Systems (GIS) Analyst to provide analytical and mapping expertise in the creation, management, analysis, and dissemination of geographic data for DART’s Development Department, particularly the Real Estate & Economic Development Division. The GIS Analyst will support various projects across DART’s Development Department, including utilization of DART’s new real estate management software. The ideal candidate will create and manage spatial datasets; perform spatial analysis; produce high-quality maps and visualizations; collaborate with internal and external stakeholders to identify and recommend effective GIS solutions; and support decision‑making through data‑driven insights supporting the Development Department.

Essential Duties and Responsibilities

Independently create and update maps, GIS layers, reports, and other GIS-related materials for the Development Department that clearly and effectively communicate complex information.

Manage, improve, update, and maintain DART’s GIS applications owned by the Development Department, namely, DART’s current Property Viewer Application and future iterations.

Develop and implement strategies for data collection, management, and quality control in alignment with DART’s Data Governance Directive.

Convert a variety of input formats (CAD, paper, tabular databases, GPS) into enterprise GIS datasets.

Develop, maintain, and update complete and accurate GIS metadata for ESRI applications owned by the Development Department.

Collect, organize, and analyze internal and external GIS data from a variety of sources to contribute to informed agency decision‑making in collaboration with the Technology Department.

Collaborate with DART staff, contractors, and consultants to support various data and mapping projects for the Development Department.

Assist Development Department users with map creation and validation; collaborate with the Technology Department on map publication and maintenance.

Stay current with emerging GIS technologies, particularly ESRI products, and proactively incorporate new tools and methods into practice.

Continuously explore innovative applications of GIS to improve data quality, analysis, visualization, and decision support.

Coordinate with the Technology Department to ensure compliance with Data Governance and Security protocols.

Collaborate with the Technology Department and vendor partners to support third‑party integrations and ensure system interoperability.

Prepare and perform training for GIS related application deliverables for Development Administration Department staff.

Perform non‑admin chores and create, update, and analyze maps and GIS layers, edit and manipulate existing content, perform advanced editing, create parcel fabrics, develop models, and perform comprehensive analysis utilizing ESRI products for projects and applications owned by the Development Department.

Performs other related duties as assigned.

Minimum Knowledge, Skills, and Abilities Required

Bachelor’s degree from an accredited college or university in Geography, Urban Planning, Computer Science, or a related field preferred.

Three (3) years hands‑on experience with ArcGIS software and applications, including ArcGIS Pro and ArcGIS Online.

Pass a physical (medical) examination that includes a drug screen in order to operate DART non‑revenue vehicles.

Strong technical skills in data collection, analysis, and relational database development and maintenance, including proficiency in one or more languages such as Python, ArcPy, R, and VBA.

Experience updating and creating online, mobile, and enterprise maps.

Experience converting a variety of input formats (CAD, paper, tabular databases, GPS) into enterprise GIS datasets.

Experience designing and publishing maps in a variety of formats.

Excellent communication, analytical, project management, and problem‑solving skills.

Exceptional attention to detail.

Commitment and willingness to enhance creativity, problem‑solving, and GIS skills through the pursuit of assigned side quests.

Demonstrated personal commitment to staying current with emerging GIS technology, particularly ESRI products, and to proactively incorporate new tools and methods into practice.

Experience with additional urban design‑related software such as AutoDesk’s AutoCAD, Revit, and Forma; and ESRI’s CityEngine, ArcGIS Urban, and Parcel Fabric.

Experience with graphic design, visualization, and collaboration software such as Adobe Illustrator, Adobe InDesign, SketchUp, Miro, etc.

Experience with data migration, spatial analysis, and system integration.

Experience collecting GIS data in the field, using such products as ArcGIS Field Maps or ArcGIS Survey 123.

Understanding of real estate development, urban planning, transportation planning, or related fields.

Experience using GIS to support design, development, and construction of real estate projects.

Municipal or other public agency experience preferred.

Working Conditions
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
