Position Summary
We are seeking a skilled Project Manager to provide on-site support for Sustainment, Restoration, and Modernization (SRM) and Operations & Maintenance (O&M) projects at a Military Treatment Facility (MTF) located at Camp Lejeune, NC. This role manages healthcare facility projects within a highly regulated Department of Defense environment, ensuring compliance with contract requirements, federal standards, and mission-critical timelines. The Project Manager serves as a liaison between government stakeholders, contractors, and medical personnel. Responsibilities include overseeing on-site project execution, field surveys, status reporting, design reviews, prioritization of project activities, facilitating stakeholder coordination, conducting quality assurance inspections, supporting requirements analysis and relocation efforts, and managing contract changes. Additional duties include preparing project documentation, coordinating with hospital staff and Defense Health Agency personnel, managing facility outages, attending meetings, and delivering consistent weekly reports.

Essential Duties And Responsibilities

Review contractor submittals and provide recommendations to the Contracting Officer’s Representative (COR) regarding acceptability
Provide written evaluations on contractor submittals in accordance with contract requirements
Review RFIs and RFCs and recommend responses and solutions
Evaluate construction schedules and report risks, delays, or impacts to the COR
Identify contractor performance deficiencies and recommend corrective actions
Analyze project issues, claims, and requests for equitable adjustment; provide detailed recommendations with supporting documentation
Assist in processing change orders, contract modifications, and time extensions
Interpret drawings and specifications to ensure compliance with contract requirements
Review project plans for constructability, technical accuracy, and material feasibility
Utilize the USACE Resident Management System (RMS) for project reporting and documentation
Maintain comprehensive construction documentation, including financial records, communications, submittals, and change orders
Attend weekly progress meetings and provide detailed reports with identified risks and recommended solutions
Perform continuous on-site monitoring of construction activities and contractor quality control efforts
Monitor and document required testing in accordance with contract documents
Maintain weekly progress photos of project status
Review and evaluate HVAC and electrical systems, including installation, commissioning, and performance verification
Evaluate and provide recommendations on change orders, contractor proposals, and design modifications
Assist in punch list development and project closeout activities
Review final as-built drawings for accuracy and completeness
Collect and organize warranty documentation and operation and maintenance manuals
Support coordination and communication across multiple stakeholders and organizations
Education, Experience, And Technical Skills
Required Education, Experience, and Technical Skills
Minimum 4 years of project management experience OR 2 years of medical project management experience
Strong working knowledge of the Military Health System and Defense Health Agency
Familiarity with DHA Facilities Enterprise, Defense Health Networks (DHNs), and service-level facility planning organizations
Working knowledge of DoD medical space planning and design criteria, including the Space and Equipment Planning System (SEPS)
Proficiency in Microsoft Office Suite: Word, Excel, PowerPoint, Access, SharePoint, and Outlook
Strong understanding of construction management, QA/QC processes, and documentation
Excellent written and verbal communication skills, with the ability to engage effectively at senior levels
Must have or be able to obtain and maintain a Real ID or Passport in order to undergo commercial airfare travel
Must have or be able to obtain and maintain a valid driver's license
Preferred Education, Experience, And Technical Skills
Experience supporting federal or Department of Defense healthcare construction projects
Familiarity with USACE processes and Resident Management System (RMS)
Background in healthcare facility planning, design, or construction
Working Environment
This is an on-site role supporting Military Treatment Facilities at Camp Lejeune requiring close coordination with government personnel, contractors, and medical staff, along with active involvement in construction environments and project sites. The role may require periodic travel to project sites, including locations undergoing renovation or active construction. Site visits may expose the employee to non-temperature-controlled environments, construction noise, dust, and other typical conditions. Appropriate personal protective equipment (PPE) may be required depending on site conditions. While on site visits, hours may vary based on client needs.
Physical Demands
Includes sitting/standing, walking on varied terrains, stooping/kneeling/crouching/crawling, using hands/fingers for office equipment, talking/hearing, seeing, lifting up to 30 lbs to transport equipment, and other duties typical of a construction-quality assurance role.
