A leading defense and maritime systems organization is seeking a Principal, Business Development to drive growth within its NSA Type-1 Encryption portfolio. This senior‑level role will focus on identifying, shaping, and capturing new business opportunities across DoD, Intelligence Community, and National Security Agency programs.
This position supports large, complex initiatives within a Surface and C5 Systems Division and requires deep subject matter expertise in cryptographic systems and federal acquisition processes.
Travel requirement: Approximately 30% annually.
Position Overview
The Principal, Business Development will lead capture efforts from early opportunity identification through proposal submission and contract award. This individual will develop and execute win strategies, manage customer relationships, and provide strategic guidance throughout the full business development lifecycle.
The role requires experience with complex DoD acquisition strategies, rapid acquisition approaches, and structured capture methodologies such as Shipley.
Key Responsibilities
Develop and execute strategic plans to increase bookings, orders, and opportunity captures
Lead full lifecycle capture efforts from targeting through proposal and award
Develop bid strategies, win strategies, and price-to-win analyses
Build and maintain relationships with government customers and industry partners
Support opportunity reviews and internal approval processes
Evaluate market conditions and competitive positioning
Develop customer and market forecasts
Assemble and lead cross-functional proposal teams
Provide subject matter expertise in cryptographic systems and encryption devices
Support DoD rapid acquisition pathways including BAAs, OTAs, and DIU engagements
Influence internal strategy and operational execution
Requirements
Required Qualifications
Bachelor’s degree in business or technical field
12+ years of relevant experience (or graduate degree with 10+ years)
Active Secret clearance with ability and willingness to obtain TS/SCI
Proven experience leading DoD/IC business captures
Demonstrated success in competitive analysis, win strategy development, proposal leadership, and PTW modeling
Strong working knowledge of Shipley Capture Management process
Deep understanding of DoD acquisition processes and NSA/IC programs
Experience in cryptographic systems and encryption technologies
Ability to travel approximately 30%
Preferred Qualifications
Established relationships within Intelligence Community and NSA
Experience engaging senior executives across government and prime contractors
Understanding of cryptographic system lifecycle (requirements, architecture, deployment)
MBA or advanced degree
Military experience
Strong executive communication and presentation skills
Proficiency with Microsoft Office and project management tools
Salary Range: $143,000 – $266,000
