Job Description
This role is for a Senior Manager, Focus Area Leader (FAL), IM R&D with Johnson & Johnson. The position is located in various U.S. locations, including New Brunswick, Titusville or Raritan, NJ; Horsham or Spring House, PA; or Washington, DC.
Responsibilities
Lead and direct U.S. governmental and state Public‑Private Partnerships (PPPs) for IM R&D, providing strategic direction for portfolio initiatives.
Act as the primary point of contact for senior U.S. IM R&D leaders and external stakeholders such as federal and state agencies, consortia, and advocacy groups.
Develop and execute capture strategies with agencies (NIH, BARDA, ARPA‑H, DARPA, DoD/CDMRP, DTRA, VA/ORD, CDC, NIST, NSF) and state/regional innovation bodies.
Oversee the full PPP lifecycle: opportunity identification, proposal development, negotiation, execution, governance, and audit readiness.
Negotiate complex U.S. funding mechanisms (grants, cooperative agreements, CRADAs, OTAs, contracts, prizes/challenges, consortia agreements) in partnership with Legal, IP, and Compliance teams.
Ensure compliance with federal regulations (Uniform Guidance, Bayh‑Dole, FAR/DFARS) and J&J policies.
Manage key account strategies and maintain pipeline and account plans for priority agencies.
Provide analytical insights on U.S. R&D trends and federal appropriations, translating them into proactive PPP pipelines.
Mentor and guide colleagues across cross‑functional teams, providing matrix leadership and stewardship.
Collaborate across Grant Experts, Operations, Legal, IP, HCC, GA&P, Finance, and Procurement to deliver high‑quality outcomes.
Maintain partner satisfaction through regular check‑ins and strategic communication of PPP successes.
Promote a culture of inclusion, diversity, and belonging consistent with J&J’s values.
Travel as required (approximately 20‑30% domestic, including Washington, D.C. corridor).
Qualifications
Education : Minimum bachelor’s degree; advanced degree preferred.
Required Experience & Skills :
10+ years in pharma, biotech, or medical device industry with deep R&D and/or adjacent domain expertise.
Track record delivering U.S. PPPs and non‑dilutive funding through opportunity shaping to execution.
Knowledge of EU PPP arrangements.
Experience negotiating complex U.S. government partnership mechanisms (grants, CRADAs, OTAs, contracts).
Business acumen and budget ownership for multi‑partner programs.
Excellent communication, presentation, and influencing skills; ability to translate scientific opportunities into partnership strategies for U.S. government audiences.
Proven ability to build relationships and collaborate effectively in a matrixed environment.
Experience managing multi‑stakeholder programs with clear governance and risk management.
Knowledge of PPP models, U.S. healthcare funding, and compliance requirements.
Preferred Experience & Qualities :
Exposure to Innovative Medicine therapeutic areas and enabling technologies.
Experience with consortium governance, IP strategy, and data‑sharing frameworks.
Collaborative experience with Government Affairs & Policy and External Innovation/BD teams.
Experience engaging with state/regional innovation agencies and life‑science economic development programs.
Self‑motivated, detail‑focused, and adaptable to changing priorities.
Strong contracting, analytical, and critical‑thinking abilities.
Ability to work independently and collaboratively in a fast‑paced environment.
