Position

The University of Arizona's Steward Observatory invites you to apply for the role of Export-Controlled Projects Administrator. As the Export-Controlled Projects Administrator, you will be the lead technical contact and coordinator within Steward Observatory for export and security matters, and the principal departmental contact with the UA Export Control Office, from assisting with the development of Technology Control Plans to reviewing flagged procurement transactions. You will interact with Principal Investigators, Project Managers, and technical staff, as well as the UA Export Control Office personnel. You will collect, process, and provide comprehensive standard and regular reports to the Associate Director concerning the status of programs, as well as any compliance issues.

Duties & Responsibilities

In conjunction with UA Export Control, develop, implement, manage, maintain, track, and audit export control processes and procedures within department research programs.
Consult with the Export Control Office and Research Security team on interpretation and understanding of export and security matters.
Maintain a thorough understanding of current ORP Export Control practices and applicable regulatory requirements and guidelines.
Coordinate departmental activities with UA Export Control.
Coordinate with and provide problem solving assistance and guidance to department programs to achieve objectives while complying with export control requirements, including communicating and sharing Export Control policy with faculty, program managers, technical staff, and students.
Lead technical contact and coordination with Steward Observatory for export and security matters as the principal departmental representative to the UA Export Control Office, from assisting with Technology Control Plans to reviewing flagged procurement transactions.
Interact with Principal Investigators, Project Managers, and technical staff, as well as the UA Export Control Office personnel, to coordinate project export activities that ensure optimum efficiency, collaboration, compliance with policy, and recordkeeping.
Collect, process, and provide comprehensive standard and regular reporting to the Associate Director concerning the status of programs, as well as any compliance issues.
Assist with review, analysis, and recommendations for data and computing security, participate in the design and development of building protocols and logistics, including the support of Technology Control Plans, providing oversight of shared spaces and conference rooms, and establishing visitor protocols.
Prepare, maintain, and submit the budget for Steward Export Control, as well as assist with proposing, budgeting, and overseeing project export control efforts.
Knowledge, Skills, And Abilities (KSAs)

Ability to effectively communicate complex regulatory, technical, and policy information clearly to a wide range of audiences, including faculty, staff, and students.
Ability to handle export-controlled information, controlled unclassified information, and other confidential and sensitive information.
Knowledge of export control regulations (e.g., ITAR/EAR) and compliance requirements within a research environment.
Knowledge and skills to develop Technology Control Plans.
Ability to work within secure computer environments and utilize both institutional and departmental maintenance and record keeping software.
Knowledge of research security practices, including data, computing, and physical security.
Ability to oversee, manage, and report on large, diverse sets of departmental programs.
Skill in coordinating activities across multiple stakeholders to ensure compliance and program effectiveness.
Ability to manage multiple priorities with strong attention to detail.

Qualifications

Minimum Qualifications

Bachelor's degree or equivalent advanced learning attained through professional level experience required.
Minimum of 5 years of relevant work experience, or equivalent combination of education and work experience.
Preferred Qualifications

Experience managing export control processes within research or technical programs.
Experience collaborating with export control, research security, or compliance offices in a higher education or research environment.
Demonstrated experience interpreting and applying regulatory requirements.
STEM, engineering, and/or scientific technical backgrounds or degrees.
