Job Summary
Internal Millennium job title: Vice President, Business Development. As the Company’s Vice President, Business Development, you will lead the development and execution of Millennium’s growth strategy. Owning the integration of business development, strategic planning, campaign execution, and proposal delivery across the enterprise. This role operates at the intersection of market insight, strategy, and execution. You will shape where the company competes, how it differentiates, and how it invests to win, translating strategic priorities into executable campaigns that drive measurable growth.

You will work closely with the CEO and leadership team to define and refine the company’s long‑range strategy, while leading cross‑functional teams to pursue and win high‑value opportunities in support of national security space missions. Additionally, you will play a key role in influencing the company’s CRAD and IRAD investments, ensuring alignment between internal R&D, customer demand signals, and future mission needs. You will partner closely with Engineering and Global Supply Chain leadership to identify, develop, invest in, or acquire critical capabilities that enhance Millennium’s competitive position and enable scalable growth.

Position Responsibilities

Lead the Business Development team and serve as the direct reporting line for the Business Development function.

Recruit, mentor, and develop the BD workforce (campaign leaders, capture managers, proposal managers, cross‑functional team members) to match company growth.

Lead campaigns and capture: engage with customers to understand and shape missions, architectures, requirements, standards, and other relevant information; develop, execute, and win campaigns; develop win strategies, recommend investments, partner with industry teammates, and streamline and execute campaign and capture processes.

Lead proposal development through submittal and follow‑through to Authority to Proceed (ATP) milestone.

Lead Business Development operations: spearhead gate reviews (interest in pursuit, bid or no‑bid review, approval for submitting proposal), identify and maintain new business pipeline, manage indirect budgets (Long‑Range Marketing and Bid & Proposal budgets), forecast staffing and facility demand, perform market and budget analysis, improve BD operations processes.

Lead customer, industry, and teammate engagements, support visits and events, develop talking points and tailored presentations resulting in actionable outcomes.

As a member of the company Leadership Team, support the CEO on company initiatives such as strategy development, long‑range business plan development, legislative affairs, government operations, outreach with Boeing leaders, etc.

Partner with Global Supply Chain leadership to identify capability gaps and opportunities across the value chain.

Inform decisions on make, buy, invest, or acquire strategies to strengthen mission delivery and competitive advantage.

Align supplier strategy, vertical integration, and strategic sourcing with campaign priorities.

Support evaluation of strategic partnerships, IRAD co‑investments, and potential acquisitions led by the Boeing company.

Basic Qualifications

Bachelor’s degree or higher in Engineering and/or a Technical discipline.

10+ years of experience in new business development, capture, and proposal authoring.

Experience in preparing and presenting executive‑level briefings.

This position requires an active U.S. Secret Security Clearance (U.S. Citizenship Required). (A U.S. Security Clearance that has been active in the past 24 months is considered active).

Preferred Qualifications

Master’s Degree or higher.

Experience interfacing with the U.S. government.

Capture and proposal experience bidding to the DoD and/or Intelligence Community as a prime offeror.

12+ years of engineering experience with spacecraft and/or space vehicle payloads.

Experience leading dedicated and/or matrixed teams in accomplishing project, program, or proposal objectives.

12+ years of work‑related experience with at least 8+ years of capture and proposal experience.

Specific experience with design, development, and/or operations of space vehicle.

Demonstrated experience leading DoD proposals and/or Intelligence.

Security Clearance & Eligibility
Applicants must be U.S. citizens and eligible for a security clearance. Additionally, applicants must be willing to apply for and maintain a security clearance. The position requires an active U.S. Secret Security Clearance (U.S. Citizenship Required).

This position must meet U.S. export control compliance requirements. “U.S. Person” includes U.S. Citizen, U.S. National, lawful permanent resident, refugee, or asylee.
