Main Purpose of Job
In order for RICA-Baltimore to maintain a family-driven, youth-guided program, this position is responsible for providing management and direction in all areas of fiscal/accounting and procurement services for the facility.

Positions Duties Include, But Are Not Limited To

Budget Related/Financial Reporting: Preparing and processing of the facility's Annual Operating Budget Requests, the Annual Medicare Cost Report, Quarterly Budget Projections and Expenditure Management Plan.

Supervision and management of all financial aspects of the facility.

Administrative/Supervisory: Providing supervision, guidance and administrative support to the following functions: Payroll, Accounts Payable, Accounts Receivable, Purchasing/Procurement, Client and Welfare Funds. Reviewing and auditing the facility's working fund accounts.

Serving as central contact during surveys conducted by internal and legislative auditors. Addressing/Responding to audit findings and implementing corrective actions.

Developing, reviewing, revising, and implementing facility's in-house policies/procedures regarding each aspect of fiscal services.

Serving as the Agency Fiscal Officer for the facility's Corporate Purchasing Card Program.

Participating in Operations meetings and presenting fiscal/procurement related issues to department heads.

Overseeing the overall property account for the agency. Inventory is under the fiscal department. Supervising Property Officer for the facility, ensuring compliance with DGS.

Minimum Qualifications
Bachelor's degree from an accredited college or university and six years of health or human services administrative or professional experience, including three years at a supervisory or managerial level. A Master's degree from an accredited college or university will substitute for one year of the general experience and a Doctorate will substitute for two years of the general experience. Additional experience will substitute on a year-for-year basis for the college degree.

Desired Or Preferred Qualifications
The desired candidate should possess experience with the State's Financial Management Information System (FMIS) as well as fiscal activities to include accounting, budgeting, or auditing experience.
