Social Worker (Program Coordinator) - PTSD

Summary
This position is eligible for the Education Debt Reduction Program (EDRP) – a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval – award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Basic Requirements

United States Citizenship:

Be a citizen of the United States. Non‑citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3 – section A – paragraph 3g of this part.

English Language Proficiency:

Candidates must be proficient in spoken and written English.

Education:

Have a master’s degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools in candidacy status do not meet this requirement until the school is fully accredited. A doctoral degree in social work may not substitute for the master’s degree.

Licensure:

Persons hired or reassigned to social worker positions in the GS‑0185 series in VHA must be licensed or certified by a state to practice social work at the master’s degree level.

Grade Determination:

Social Worker (Program Coordinator) – GS‑13.

Experience/Education:

One year of experience equivalent to the GS‑12 grade level. Experience must demonstrate possession of advanced practice skills and judgment. Candidates may have certification or other post‑master’s training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship or equivalent supervised professional experience.

Licensure/Certification:

Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level and able to provide supervision for licensure.

Demonstrated Knowledge, Skills, and Abilities (KSAs):

Skill in coordinating and implementing one or more specialty program(s) across the facility.

Skill in local policy and practice development – procedures and/or practice guidelines for the program as prescribed by the program handbook or national directive.

Skill in organizing work – setting priorities – meeting multiple deadlines – and evaluating assigned program area(s).

Ability to collaborate with internal and external partners to further program goals and enhance patient‑centered care.

Ability to provide the full range of supervisory duties including assignment of work, performance evaluations, staff training, recommendation of awards and advancements, and disciplinary action when appropriate.

Ability to oversee fiscal matters of the functions supervised – including fund controls, contracts, and equipment expenditures – forecast resource and equipment needs, and administer the allocated budget.

Knowledge of organizational structure and its impact on program operations.

Preferred Experience: Specialized expertise and experience with evidence‑based psychotherapies to treat military‑related posttraumatic stress disorder.

Physical Requirements: The physical demands involve sitting for long periods of time; environmental factors include working closely with others and working alone.

Duties

Administrative and supervisory oversight for the PTSD Outpatient Program at the assigned Seattle division.

Supervises a group of interdisciplinary employees, including psychiatrists, psychologists, social workers, nurse practitioners, and peer support specialists.

Provides administrative, technical, and clinical supervision as necessary.

Develops and maintains standard operating procedures for clear guidelines and facility expectations for staff.

Performs a wide range of services and provides technical assistance to state, local, and private agencies and universities.

Uses sound judgment in the interpretation of trends, patterns, and application of guidelines, including recommendation of program enhancements.

Performs program analysis, development, review, research, design, and contract work with various agencies.

Leads and/or facilitates clinical and facility‑wide process improvements in the Strategic Analytics for Improvement and Learning (SAIL) report and relevant hospital performance measures.

Responsible for oversight and completion of required suspense actions.

Provides briefing reports to local facility, VISN, and national leadership.

Performs work related to the review, monitoring, analysis, planning, and assessment of various programs.

Responsible for key project activities related to planning, development, and implementation of the project component.

Provides full range of advanced‑level clinical care to veterans with a wide range of clinical needs.

Independently provides consultation to the PTSD team and diagnostic services for veterans.

Demonstrates expertise in using and teaching others about diagnostic assessments, evaluation and treatment interventions for veterans presenting a range of mental and behavioral health conditions.

Provides education to patients and family members regarding relevant mental health concerns.

Provides comprehensive, patient‑centered, and recovery‑oriented evidence‑based behavioral health interventions.

Provides consultation to health care providers about assessment findings and treatment plans to ensure coordinated, collaborative, and integrated care within the medical center.

Possesses general knowledge of veterans' benefits and services relating to special programs, service‑connected compensation, and non‑service‑connected pension.

Collates and addresses ethical issues impacting patients and staff.

Develops working relationships with community and VA providers; identifies and utilizes available resources; refers veterans and facilitates inter‑agency communication and care conferences; provides discharge planning.

Complies with all service line documentation requirements and adheres to all facility and service line policies and practices for delivering clinical care.

Achieves minimal clinical workload expectations as established by the service line.

Work schedule: Monday to Friday, 8 a.m.–4:30 p.m. Compressed/Flexible schedules may be authorized.

EDRP Authorized: Former EDRP participants are ineligible to apply for incentive.

Health insurance: Federal health, vision, dental, term life, and long‑term care coverage.

Telework: Ad‑hoc only; virtual position not offered.
