This position is located in the Department of Homeland Security, U.S. Immigration and Customs Enforcement, Chief Financial Officer, in Washington, District of Columbia. This is a non-bargaining unit position.
Duties

As an Accountant, at the full performance level you will perform the following duties. This position is located in the Office Of The Chief Financial Officer (OCFO), Office Of Assurance And Compliance (OAC), Internal Controls, and is primarily responsible for ensuring that agency financial statements and notes are accurate and timely, and that policies, procedures, and controls are sufficient to safeguard assets from waste, fraud, and abuse. The incumbent prepares and submits accurate, timely agency financial statements; audits and evaluates financial systems and records for compliance with federal requirements; and conducts internal control reviews over financial reporting, government credit card use, and improper payments. The role includes identifying control deficiencies, recommending and tracking corrective actions, validating remediation, advising management on financial and internal control issues, conducting compliance reviews, preparing supporting documentation and reports, and informing the supervisor of progress and any potential fraud or violations of appropriation laws. The incumbent will:
Plan and conduct evaluations to determine the effectiveness of internal controls, including the effectiveness of controls over financial reporting.
Implement policies, procedures, and controls to safeguard assets from waste, fraud, and abuse in accordance with government-wide statutory and regulatory requirements.
Examine and evaluate financial management and information systems to determine the degree of efficiency and effectiveness of the activities audited.
Implement regulations pertaining to financial management matters issued by the Department.

Basic Requirements
Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
Combination of education and experience: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, (e.g., valuation, engineering, or financial institution examining); (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and related and underlying fields; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
Minimum Qualifications

IN ADDITION TO THE BASIC REQUIREMENTS:

You qualify for the GS-11 grade level if you possess one year of specialized experience at the GS-09 grade level or equivalent performing duties such as:
Providing support auditing financial related statements.
Preparing and evaluating findings for consolidation into a final report and coordinates report writing.
Complying with financial management systems with established requirements and standards.
OR
Education: 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in Accounting or related field.
OR
Combination of Experience and Education:

A combination of successfully completed post-high school education and experience may be used to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for the GS-11 grade level. Only graduate education in excess of the first two years of study may be used to qualify applicants for positions at grades GS-11.
You qualify for the GS-12 grade level if you possess one year of specialized experience at the GS-11 grade level or equivalent performing duties such as:
Resolving accounting discrepancies in reported data.
Performing reviews of business processes to ensure they comply with accounting standards: reviewing unliquidated obligations process, reviewing the reimbursable orders process, analyzing reports, reviewing, and reconciling subsidiary ledgers for staff.
Ensuring the accuracy of data produced by accounting systems and reconciliation of system outputs from other accounting systems and subsystems.

Education

For GS-11 Education:

3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in Accounting or related field.
For GS-12 Education:

There is no education substitution for this grade level.
