
Contract Specialist (Direct Hire)

Basic Requirements
Completion of a 4‑year course of study leading to a bachelor’s degree or higher with any major, OR completed at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Transcripts (unofficial or official) must be submitted to verify basic qualifications; otherwise the applicant will be disqualified.
Specialized Experience – GS‑11
To qualify for a GS‑11 Contract Specialist position, you must have one year of specialized experience at the GS‑09 level. Specialized experience includes:
Developing and managing all aspects of pre‑award and post‑award functions, including price/cost analysis and negotiation
Administering services, materials, and equipment contracts associated with the organization
Using solicitation methods identified in the Federal Acquisition Regulation (FAR) to implement regulations, processes, and procedures
Assisting with the development and preparation of Statements of Work (SOW) for specialized equipment, professional or technical services
Reviewing and analyzing procurement requests for off‑the‑shelf items, custom‑manufactured items, specialized services, expert witness, litigative consultant services, construction, IT, and complex equipment
Determining sole source and preparing required documentation
Preparing solicitation documents and incorporating specific provisions
Analyzing proposals for conformance with solicitation requirements
Conducting negotiations before and/or after contract award and awarding contracts within delegated contracting officer authority
Administering contracts, including monitoring contractor performance
Alternative qualifications include a Ph.D. or an equivalent doctoral degree, or three full years of progressively higher level graduate education leading to a degree in one of the fields listed above. Combination of specialized experience and graduate education may also satisfy the requirement if the combined qualifications equal 100% of the requirement and the graduate education exceeds two full years.

To qualify for a GS‑12 Contract Specialist position, you must have one year of specialized experience at the GS‑11 level. Specialized experience includes:
Leading contracting specialist responsibilities and developing all aspects of pre‑award and post‑award functions
Price/cost analysis, negotiation, and administration of services, materials, and equipment contracts
Using solicitation methods identified in the FAR to implement regulations, processes, and procedures
Preparing and overseeing Statements of Work for specialized equipment, professional or technical services
Reviewing and analyzing procurement requests for off‑the‑shelf items, custom‑manufactured items, specialized services, expert witness, litigative consultant services, construction, IT, and complex equipment
Determining sole source and preparing required documentation
Preparing solicitation documents and incorporating specific provisions
Analyzing proposals for conformance with solicitation requirements
Conducting extensive negotiations before and/or after contract award and awarding contracts within delegated contracting officer authority
Administering complex contracts
Certification
Must attain and retain at least a Level 1 Federal Acquisition Certification in Contracting (FAC‑C) as a federal contracting professional. FAC‑C requires specific training, including online and classroom courses, and continuous training to maintain certification.
