Works closely with the Volunteer Program and Humane Education Manager and Shelter Managers.**General Purpose:**

Manages the Organization’s internal and external emergency preparedness and safety initiatives. Manages the Organization’s collaborative framework for emergency preparedness, response, evacuation and recovery efforts with regard to the housing, care and protection of domestic pets and service animals in the event of a disaster.The Safety and Emergency Program Manager is responsible for leading NOCO Humane’s organization-wide safety and emergency preparedness programs. This role serves as the Organization’s program owner for workplace safety and emergency readiness, building practical systems, supporting staff and volunteers, and strengthening a culture of safety while maintaining readiness for large-scale incidents and disasters. The position supervises safety and disaster response volunteers and ensures appropriate training of staff and volunteers. The schedule for the position is generally Monday-Friday with overnight, weekend, holiday and on-call requirements. This position is based at our Loveland campus, but oversees the Safety and Emergency Program at all campuses (Evans and Greeley). This position regularly works at and travels to all the Organization’s campuses, as well as offsite events.**Essential Duties and Responsibilities:**

**Workplace Safety, Emergencies and Preparedness:*** Leads and administers the Organization’s comprehensive safety program, including injury prevention, hazard indentification, risk mitigation, and regulatory compliance.* Serves as a co-chair of Shelter’s Safety Team and manages the Organization’s Safety program.* Serves as primary investigator on all accidents and incidents and oversees post-incident corrective action plans and retraining programs to prevent recurrence.* Creates, manages, and facilitates in-house trainings and drills for staff and volunteer safety and/or emergency response (i.e. new-hire safety training, animal handling, active shooter, de-escalation, site safety, etc.).* Oversees animal bite incident reporting and required follow-up communication with local public health authorities for designated campuses in accordance with applicable regulations and reporting requirements.* Provides written emergency and preparedness-related information for internal and external communication channels in accordance with plans.* Regularly reviews, updates, and/or develops the Organization’s documentation, policies, procedures, evacuation & emergency response plans, and associated SOP’s to ensure compliance with Federal, State, and local requirements, as well as the Organization’s standards.* Manages Organization’s emergency communication notification system and trains appropriate staff.* Manages the safety dashboard for staff and volunteers.* Takes immediate action to address safety concerns or hazards.* Keeps facility safety signage, materials and published maps current.* Inventories and orders PPE (Personal Protective Equipment) for the Organization’s campuses.* Coordinates regular inventory of 1st Aid and Stop the Bleed kits. Ensures AEDs and fire extinguishers are regularly checked and kept in compliance. Ensures all safety and emergency response equipment is kept in good working order. Manage program goals, plans, timelines and budgets.

Operates within the established budget.* Follows all safety guidelines and policies and models safe working practices.* Uses good judgement, adheres to confidentiality standards and maintains solid attendance.* Completion of job-related trainings, including animal handling, and certifications within established timelines.**External Emergency Preparedness, Response, Evacuation and Recovery:*** Serves as primary Emergency Operations Center (EOC) representative; attends EOC briefings; ensures Joint Information Center (JIC) receives accurate and timely information during an event.* Responsible for communicating relevant emergency and/or safety concerns to employees and/or volunteers.* Attends related City and County meetings, exercises and trainings.* Facilitates internal Emergency Response team meetings, training, and tabletop exercises.* Establishes and/or maintains relationships and networks with law enforcement, government agencies, other animal welfare agencies and individuals to ensure all agencies involved successfully collaborate in the event of a disaster.* Facilitates conversations for new partnerships between NOCO Humane and outside organizations.* Responsible for compliant recordkeeping and for maintaining all disaster response-related forms and documentation, including Memorandums of Understanding (MOUs).* In conjunction with the Organization’s humane education and community outreach functions, represents NOCO Humane at events and provides community animal emergency preparedness educational presentations. Promotes a safe work environment during emergencies and all other times.

Actively monitors the safety compliance of staff and volunteers during emergencies and takes immediate action to correct hazards.* Successfully completes assigned FEMA, Red Cross and emergency response trainings within expected timeframes and applies learning to program.

Obtains and maintains required certifications.* Oversees the CART program, including volunteer management, training, operations, and equipment readiness.**Other:*** Represents the NOCO Humane in a professional manner and promotes our mission and values.* May assist with escalated clients on premises.* May assist with animal transport and care during emergencies.* Identifies applicable training opportunities.* May work with Development department to identify and apply for potential program grants.* Provide CPR/1st Aid/AED training/certification to employees, volunteers, and the public.* Other duties as assigned.*January 2026*## Qualifications**Education/Experience:** Bachelor’s degree or applicable work experience required.

1 year of project management experience required. Training and public speaking experience required. Practical experience in one or more of the following areas is highly desirable: workplace safety or risk management, emergency management, operations, or compliance.

Experience organizing a disaster response program highly preferred. Staff or volunteer supervisory experience a plus. Documentation, organization and compliant preservation experience. Animal welfare experience highly desired.

Experience leading workplace safety initiatives a plus. Emergency mangement certifications (FEMA Red Cross, ICS) are valued by not required and may be obtained after hire. Bilingual (English/Spanish) reading and writing a plus.**Knowledge/Skills/Abilities:** Skilled and practical self-starter. Excellent customer service skills required.
