Project Employee - Participatory Budgeting Outreach Coordinator
The City of Spokane invites applications for this position. The role supports the implementation of the City of Spokane’s participatory budgeting process by coordinating community outreach, engagement events, and partnerships with local organizations. It helps ensure residents across Spokane are aware of and can participate in the program.
SUPERVISION RECEIVED
Reports to the Director of Civil Rights, Equity & Inclusion.
NATURE OF WORK
This project-based position works closely with the Participatory Budgeting Project Manager and city communications staff to promote participation and support community engagement throughout the program.
CORE RESPONSIBILITIES
Implement outreach strategies to promote awareness and participation in the participatory budgeting process.
Conduct outreach to neighborhoods, community groups, nonprofits, schools, and other organizations.
Build relationships with community-based organizations to support engagement efforts.
Organize and staff community engagement events to collect project ideas from residents.
Coordinate logistics for idea generation workshops, pop-up engagement events, and public meetings.
Support community partners in hosting idea collection and engagement events.
Document community ideas and participation data from outreach events.
Manage relationships with community engagement partners who help facilitate outreach and idea collection events.
Provide materials, guidance, and logistical support to partners hosting engagement activities.
Track outreach activities and participation metrics from partner organizations.
Distribute information about the participatory budgeting process to the public and other partners.
Assist with creating and distributing outreach materials including flyers, digital content, and event announcements.
Assist the Project Manager with coordination of steering committee and budget delegate meetings.
Help support proposal development workshops and community meetings.
Track engagement data and prepare summary reports of outreach activities.

Ability to engage respectfully with people from diverse backgrounds.
Ability to organize and coordinate community events and outreach campaigns.
Ability to track outreach activities and summarize engagement data.
Ability to work flexible hours, including evenings and weekends.
TYPICAL EQUIPMENT USED
Standard office equipment and technology such as personal computers, laptops, tablets, smartphones, printers, copiers, and audio/visual equipment. Software applications include word processing, spreadsheets, databases, and communication platforms.
PHYSICAL DEMANDS
Combination of sedentary and active tasks, standing, walking, bending, reaching, carrying materials, lifting up to 25 lbs, and travel between outreach locations.
WORKING CONDITIONS
Office and community-based settings, including public venues, neighborhood locations, outdoor settings with varying weather conditions. Regular attendance at evenings and weekend events. Requires local travel.
EDUCATION AND EXPERIENCE
Any combination of education, training and experience equivalent to a bachelor’s degree in communication, community relations/engagement, public relations, social work, social justice, sociology, psychology, or related field.
Two years of experience in program management, community outreach, public engagement, event coordination, or related work.
PREFERRED QUALIFICATIONS
Experience working with diverse communities or community-based organizations.
Experience coordinating community meetings, workshops, or public events.
Experience with civic engagement initiatives or public sector programs.
