Project Design Engineer & Project Manager (Transportation Design Engineer IV)

Nature of Work
The Project Design Engineer and Project Manager will act as a licensed professional engineer to develop safer, more accessible streets. Responsibilities include leading transformational transportation projects that prioritize bicyclists, pedestrians, and other vulnerable road users. The role involves managing budgets, timelines, and resources, collaborating across disciplines, serving as the primary liaison with government agencies, community groups, and stakeholders, and ensuring design excellence and documentation that meets state and federal standards, including ADA compliance and AASHTO guidelines.

Minimum Qualifications

Possession of a Maryland Professional Engineer license in the appropriate option, presented at the time of appointment.

Two (2) years of experience in the design or management of highway projects.

Preferred Qualifications

Engineering Proficiency: Confidence in performing and reviewing roadway design calculations—horizontal/vertical geometry, superelevation, earthwork, traffic barrier placement, sidewalks, bike facilities.

Design and Software Savvy: Knowledge of industry guidelines (AASHTO, ADA, MUTCD, NACTO, Roadside Design Guide) and hands‑on experience with MicroStation.

Practical Design: Skilled in preparing and reviewing cost estimates that balance innovation with budget realities.

Contract Document Pro: Understanding of the PS&E process and ability to prepare contract documents for advertising, bidding, and post‑advertisement updates.

Exceptional Communicator: Strong written and verbal communication skills to clarify complex ideas and build trust with stakeholders.

Licenses & Certifications
Candidate must possess a valid motor vehicle operator’s license in the state of Maryland.

Additional Information

An applicant’s current out‑of‑state Professional Engineer license may be accepted, provided a Maryland license is obtained within twelve (12) months of appointment.

Employees may be required to operate a motor vehicle; a valid driver’s license is mandatory.

Employees assigned to sensitive locations may need a special security badge.
