Important Note
This is a Grade/Salary Code progression position. Selectee may advance non‑competitively to the next higher level (Merchandise Financial Planner, NF4B) upon successful completion of qualification requirements.

Job Summary
Assist the higher‑level Merchandise Financial Planner with the development and implementation of financial plans including sales, inventory, and profit. Assist with monitoring sales and profit results and may provide recommendations to achieve financial goals.

Responsibilities

Develop the retail merchandise fiscal financial budget goals and procedures working closely with buyers and inventory planners; apply knowledge of merchandise planning and analysis to perform monthly financial reviews.

Identify trends, potential growth opportunities, and areas of concern; develop and monitor action plans for the merchandising departments and the e‑commerce web store.

Manage the financial planning process for assigned areas of responsibility within the Merchandise division; oversee the order approval and open‑to‑buy process for sales and inventory.

Plan, prepare, control, and complete management projects and related correspondence using merchandising financial planning tools.

Prepare communications to the field regarding sales, inventory, and gross profit analysis.

Supervise and train direct reports, including Financial Planners; schedule work; prepare performance reviews; recommend associate hiring, promotions, and other personnel actions.

Work under the supervision of the Senior Merchandising Financial Planner, who establishes deadlines and scope of responsibility.

Carry out duties with a high degree of independence, exercising initiative and judgment to resolve problems and execute assignments.

Maintain courtesy and service standards; respond to inquiries in a prompt, friendly, and professional manner.

Perform other duties as assigned.

Progress non‑competitively to a Merchandise Financial Planner position, NF-04 (SC 4B), upon completion of qualification requirements and training within a 2‑year timeframe; advancement requires at least 1 year in the current position.

File a Financial Disclosure Report (OGE) Form 450 as required.

Qualifications
Total of 5 years of experience encompassing:

General Experience

– 3 years in an administrative professional or similar role that involved retail merchandising and procurement practices, dealing with others in a business environment, analyzing problems, and recommending practical solutions.

Education Substitution

– One year of academic study above high‑school may substitute for 9 months of experience, up to a maximum of 4 years of bachelor’s degree for 3 years of general experience.

Specialized Experience

– 2 years in procurement practices, including developing and managing an open‑to‑buy system, preparing seasonal financial plans, inventory projections, monitoring sales inventory levels and stock turns, reviewing sales inventory and profit trends, and using database and spreadsheet software.
