Duties Description
The Policy Analyst 1 (Public Authority) duties in the Authorities Budget Office include but are not limited to the following:
Research and compile data on the operations of state and local authorities and perform onsite assessments of their performance and compliance with State law.
Draft correspondence, interview public authority officers, develop compliance review work plans, document findings, author reports, and produce recommendations to improve operating and governance practices of authorities.
Report matters that require attention to higher‑level staff.
Regular interaction with the boards and staff of public authorities, other state agencies, and legislative personnel.
Statewide travel will be necessary.
Review and analyze financial reports and other information filed by public authorities in the Public Authorities Reporting Information System (PARIS).
Prepare and analyze tabular and statistical material, including reports required by law or requested by the Governor, Legislature, media, the public, or other interested parties.
Prepare written replies to inquiries addressed to the ABO.
Identify factors or issues inhibiting the effective reporting of comprehensive and accurate information.
NY HELPS Program
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, the title may be filled via a non‑competitive appointment. Candidates must meet the minimum qualifications of the title for which they apply. Employees hired under NY HELPS will have their non‑competitive employment status converted to competitive status in the future, without having to compete in an examination. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Non‑Competitive Minimum Qualifications
The minimum qualifications for a non‑competitive appointment are as follows:
Policy Analyst Public Authority Trainee 1 – Four years of experience reviewing, analyzing, recommending, and implementing policies for state and local public authorities, including training and assisting staff on accountability, compliance with state law, financial transparency, operating and management practices, risk‑based compliance review plans, and policy research to resolve operating issues.
Policy Analyst Public Authority Trainee 2 – Five years of experience with the same responsibilities as above.
Policy Analyst 1 Public Authority – Six years of experience with the same responsibilities as above.
Academic substitution: an associate degree may substitute for two years of experience; a bachelor’s degree for four years; a master’s for five years; a doctorate for six years.
Competitive Minimum Qualifications
Competitive minimum qualifications with 55B/C designation – candidates must meet the open competitive minimum qualifications and submit their current 55B/C eligibility letter.
Civil Service List appointment – candidates must be reachable on the appropriate Civil Service eligible list.
Transfer qualifications – permanent service in this title or one year of permanent competitive or 55‑B/C service in a title SG‑12 or higher, otherwise eligible for transfer under Civil Service Law.
Salary and Benefits
For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations, and negotiated union contracts.
NOTE ON TELECOMMUTING: Employees may be approved for a maximum of 50% telecommuting. Approval must be obtained through management in accordance with the Department of State Telecommuting Program Guidelines.
