
Airport Manager

A professional position responsible for providing administrative and professional assistance necessary to assist in managing the Okeechobee County Airport and Commerce Park. Supervises the Lead Line Service Technician and Line Service Technician. Work is done under the general direction of the Airport and Commerce Park Director.
Responsibilities:
Assists the Director in providing a safe and well‑maintained facility to serve the current and future commercial, corporate business, governmental and general aviation needs of Okeechobee County in compliance with all Federal, State and local policies, rules and regulations.
Assures all Airport equipment, including but not limited to Airfield Runway and Taxiway lighting, Security System, Fencing, Weather Observations System, Beacon are properly maintained in compliance with FAA (Federal Aviation Administration) and FDOT- Aviation (Florida Department of Transportation) specifications.
Assists the Director to coordinate licensing inspections for compliance with FAA and FDOT regulations.
Provides direction, guidance, and assistance to employees; coordinates day‑to‑day routine inspection activities; organizes, prioritizes, and delegates workload, monitors status of work in progress, inspects completed work, and troubleshoots problem situations for Airport and FBO staff.
Assists interviewing and selecting new employees, provides training for new employees and current staff.
Monitors and assists in the coordination of proper operation of specific functional areas of the airport to ensure compliance with established rules, regulations, policies and procedures and contractual tenant leasehold requirements.
Provides information, direction and assistance regarding the use of airport facilities and airport tenants and users.
Collects, records and complies information for statistical data on routine and emergency airport conditions relating to safety and security, as well as various operational activities using electronic means. Produces specialized reports for operational and audit purposes.
Collects, records and disseminates information on airport operational conditions, status of construction in progress, and other pertinent airport activities using computers or similar devices.
Monitors and notifies Tenants or Lessees of delinquent payments.
Monitor and prepare required Grant financial reports in accordance with Grant Agreements. Gathering data and completion of Grant applications, RFP’s and RFQ’s.
Prepare budget amendments and budget transfers.
Comply with auditor’s request during annual audit.
Maintains and updates the airport SOP manual as necessary.
Assist Director in obtaining information, scheduling meetings, making contacts, and collecting data on requested projects.
Oversee all Airport operations in the absence of the Airport and Commerce Park Director.
Oversee FBO operations in the absence of the Lead Line Service Technician.
Responsible for inspection and coordination of maintenance to Commerce Park and rental hangars, ensuring compliance with Lease Terms.
When required, marshal, park, greet, tow, fuel and provide various services including lavatory and water services to general aviation aircraft.
Provide administrative assistance to the Director in reviewing and approving timecards each pay period.
Assists with the preparation and monitoring of an annual operating budget. Maintains and oversees leases, independent contractor agreements, grant compliance, reimbursements and accounts receivable/payable with the County Finance Department.
Availability for airport emergency situations on an on‑call, as needed basis.

Education and Experience:
Graduation from an accredited four‑year college or university with a degree in Aviation, Public Administration, Business Administration, Political Science, Marketing, Public Relations, related field or equivalent preferred.
Two (2) years Airport‑related experience required.
(A comparable amount of training, education or experience may be substituted for the above minimum qualifications.)
Licenses, Certifications or Registrations:
Valid Florida Driver’s license and good driving record.
Must be able to complete Line Service Technician Training provided by Airport Fueling Contractor within 90 days of employment.
Airport Management Professional Certification preferred.
