Under general supervision of the Senior Project Manager, the person in this position is responsible for working with University clients, consultants, and contractors, administering and enforcing contract requirements of University building projects through the design and construction process. The role requires effective project management to maintain scope, schedule, budget, and legal authority for projects in the best interest of the University.

Overview
Planning, Design & Construction (PDC) manages all planning, design, and construction efforts for major projects on the Bozeman campus and affiliated research stations. The office serves as a liaison with local, state, and federal agencies on matters related to planning, design, and construction.

Duties and Responsibilities

Effectively manage the scope, schedule, budget, and legal authority for all assigned projects in a balanced manner that keeps all competing variables on track for successful project delivery from project initiation, through design, construction, and warranty.

Administer all project contracts between MSU and consultants and contractors. Maintain accountability to deliver projects consistent with contract requirements.

Communicate with campus stakeholders, community partners, architects, engineers, consultants, contractors, subcontractors, and others.

Manage competing interests and priorities on projects. Effectively resolve conflict among competing parties in support of MSU’s best interests.

Ensure quality control of projects throughout design and construction process. Administer design reviews to ensure MSU interests are addressed in design documents. Complete monitoring and enforcement of contract requirements during construction.

Concurrently manage multiple, distinct projects and simultaneously keep all assigned projects on track.

Manage successful delivery of design and construction projects ranging from $150,000 to $50,000,000.

Review contract drawings and specifications and verify proper procedures are followed consistently with contracts.

Collaborate with campus partners to ensure projects are administered in a consistent manner that delivers quality outcomes for MSU’s long-term maintenance and operational needs.

Review Montana Code Annotated (MCA), Board of Regents Policy, and MSU Policy to ensure that University projects are in compliance.

Required Qualifications – Experience, Education, Knowledge & Skills

Bachelor’s degree in Architecture, Engineering, Construction Engineering Technology, or Construction Management plus progressively responsible experience in design and construction project management.

Demonstrated effective communication and public relation skills, including demonstrated ability to interpret, explain, and communicate detailed information with all levels of personnel internal and external to the organization.

Demonstrated competence in and knowledge of construction methods, practices, and standards, and the use of construction equipment and building materials; building codes and design standards; project scheduling, cost management, contract administration, construction inspection and methods of documentation; and administrative procedures associated with building projects.

Demonstrated competence reading and understanding building plans, specifications, and codes.

Preferred Qualifications – Experience, Education, Knowledge & Skills

Significant experience as an owner’s representative successfully managing a wide variety of technically diverse construction projects with a high degree of autonomy.

Design and construction project management experience in a university, major healthcare, or similar institutional environment.
