
Planning Manager - Economic & Community Development Virginia

This position will oversee the Community Development Division in the Economic and Community Development Department at St. Louis County. Areas of specialty include Community Development Block Grant, Emergency Solutions Grant, HOME Investment Partnerships Program, St. Louis County Film Incentive Program, St. Louis County HRA, Tax Abatement Financing, Property Assessed Clean Energy Program, supporting the creation of new housing units, economic development tools on the County Land Explorer, and similar economic development programs and functions as assigned.
The salary range reflected above is the normal hiring range for 2026. The full salary range, including longevity pay, is $40.74 - $58.84 per hour.
This position is part of the Civil Service Supervisory Unit represented by the St. Louis County Employees Association.

An employee in this class is responsible for planning, directing, managing, coordinating, implementing, monitoring and administering an assigned functional area. Duties include directing the administration of programs, projects and business service delivery; strategic business planning; budget oversight; enforcement of policies; compliance with regulations; preparation of business documents; continuous improvement; and supervising assigned staff. The work is performed under the direction of assigned supervisory staff.
Work environment factors are general and may vary with the specific position. CONSTANT: Hearing with 5 feet and up to 20 feet; talk/speak; work with and around others; and work inside. FREQUENT: Near, midrange and far vision; and customer/public contact. Minimum Qualifications (Pass/Fail)
Graduation from an accredited college or university with a Bachelor’s degree AND five (5) years full‑time paid verifiable and increasingly responsible related experience where one (1) year was supervising or assisting in the administration of a related program; OR a Master’s degree AND three (3) years full‑time paid verifiable and increasingly responsible related experience where one (1) year was supervising or assisting in the administration of a related program; OR an equivalent combination of education and experience as determined by the director of human resources.
Possession of a valid driver's license.
Rating System
Supplemental questions will account for 100% of the scoring process. Points will be awarded based on the applicant’s answers to supplemental questions 7‑13. Experience beyond ten years may be included on the application for purposes of meeting minimum qualifications or informing the hiring authority of your complete employment history.
