Purpose of Position
Reporting to the U.T Systemwide Chief Compliance and Ethics Officer (CCEO), this role will support compliance with federal, state, and local laws, as well as U.T. Systemwide (UTS), Handbook of Operating Procedures (HOP), and Regents’ Rules. This position will support the CCEO with day‑to‑day compliance program functions for the U.T. System Administration compliance program and general systemwide compliance program initiatives. As a member of the U.T. Systemwide Compliance department, this position will work collaboratively with compliance partners within the U.T. System Administration and across the U.T. System institutions to strengthen existing compliance programs and implement best practice standards. This position serves as the lead systemwide compliance investigator.
Essential Functions
Support the U.T. System Chief Compliance and Ethics Officer with ensuring the 7 elements of an effective compliance program are in place and periodic effectiveness reviews are conducted for the U.T. System Administration compliance program;
Assist with creating the annual U.T. System Administration compliance plan based on identified risks from the annual risk assessment;
Coordinate the annual U.T. System Administration compliance risk assessment;
Assist with creating compliance standards, policies, procedures, monitoring/auditing, communication, and training programs for U.T. System Administration;
Ensure that U.T. System Administration compliance standards, policies, procedures, and training materials are updated to meet changing federal, state, and local laws;
Collaborate with relevant stakeholders and departments to update the U.T. System Administration annual compliance training;
Develop or coordinate training for U.T. System Administration employees regarding duties and responsibilities for ensuring ethical and legal behavior and compliance with federal, state, and local laws as well as U.T. System Administration Standards of Conduct, UTS, and HOP;
Coordinate the HOP and UTS review process across policy owners at U.T. System Administration;
Assist in developing, reviewing, and updating the U.T. System Administration Standards of Conduct, UTS policies and HOP;
Provide administrative and compliance support to the conflict of interest program;
Provide guidance on UTS policies and HOP, and advise on issues including but not limited to: conflicts of interest, outside activities, nepotism, gifts, honorarium, and political activity;
Administratively manage the U.T. System Administration hotline case management system and provide data, metrics, and trend reports;
Develop and manage triage and investigation procedures, templates, and tools;
Conduct thorough and timely compliance investigations for U.T. System Administration and institutions per established policies and protocols;
Draft compliance investigation reports;
Work closely with the Office of General Counsel, Audit Office, Executive Officers, U.T. System Administration and institutional officials, and law enforcement as needed to conduct investigations;
Assist with the coordination of the U. T. Systemwide Compliance Program, which includes research, healthcare, academic, and privacy compliance;
Collaborate within the U.T. Systemwide Compliance department and with subject matter compliance officers, including the Chief Privacy Officer, U.T. Systemwide Compliance Officer for Title IX/Clery and Youth Protection, Records and Data Management Officer, and other team members;
Other duties as assigned.

Required Qualifications
Juris Doctor (JD) and 4 years of experience in compliance, ethics, or related field and relevant work experience coordinating, managing, or leading compliance programs., OR
Master’s Degree and 6 years of experience in compliance, ethics, or related field and relevant work experience coordinating, managing, or leading compliance programs., OR
Bachelor’s degree in business administration, Risk Management, other relevant field, and 8 years experience in compliance, ethics, or related field and relevant work experience coordinating, managing, or leading compliance programs.
Direct experience conducting compliance investigations, including fraud, business and ethical misconduct, conflicts of interest, retaliation, and alleged violations of Standards of Conduct involving students and employees, including executive leaders.
Preferred Qualifications
Juris Doctorate and 6 years of progressively responsible experience with state and federal regulatory compliance, OR
Master’s degree in a relevant field and 8 years progressively responsible experience with state and federal regulatory compliance in the higher education sector.
Relevant compliance certifications – Certified Compliance and Ethics Professional (CCEP), Certified Fraud Examiner (CFE), or similar certifications.
Working Conditions

The standard retirement plan for this position is Teacher Retirement System of Texas (TRS), subject to the position being at least 20 hours per week and at least 135 days in length. However, the incumbent of this position may elect the Optional Retirement Program (ORP) subject to the position being 40 hours per week and at least 135 days in length. Participation in either TRS or ORP is mandatory. A background check will be conducted on applicants under final consideration.
