The Fire Marshal’s Office seeks a Business Services Analyst (Office Manager) to lead administrative functions and support public safety, building development, and community partnerships.
About this Role
The Office Manager is an administrative leader who supervises professional staff and oversees critical administrative, financial, and operational functions. Responsibilities include supervising and mentoring staff; managing performance, training, and workflow; overseeing fee schedule preparation, financial tracking, reconciliation, cash handling, and audit compliance; evaluating and improving policies and procedures; conducting research and resolving complex issues; processing Freedom of Information Act requests; and providing subject‑matter expertise on systems such as EnerGov, EDMS, and other platforms.
Key Responsibilities
Supervise and mentor administrative staff
Manage performance, training, and workflow of staff
Lead financial and operational activities – fee schedule, tracking, reconciliation, cash handling, audit compliance
Evaluate and improve policies, procedures, and service delivery
Research and resolve complex functional issues
Process FOIA requests
Collaborate with contractors, developers, design professionals, and county partners to streamline permitting and inspection processes
Minimum Requirements
High school diploma or G.E.D.
At least four years of experience in administrative or office management operations
Preferences
Experience in local government, public safety, or a regulatory environment
Supervisory experience, including performance management and staff development
Experience with financial administration – fee schedules, audits, cash handling, budgeting, reconciliation
Knowledge of permitting or development services processes
Understanding of building life‑safety systems (fire alarm, sprinkler, hood, underground fire line, fire lane)
Experience with EnerGov, EDMS, Enterprise or similar platforms
Knowledge of policy development, interpretation or compliance
Knowledge of Virginia FOIA laws and requirements
Experience working with external stakeholders (contractors, developers, regulatory partners)
Special Requirements
Background checks, including criminal history, credit history, education verification, license verification, and fingerprinting may be required. Fire & Rescue requires a criminal background check through Central Crime Records Exchange and National Crime Information Center, and a driving record transcript from the state Department of Motor Vehicles.
Work Schedule
Exempt full‑time, Monday to Friday during regular business hours with occasional flexibility. Eligible for occasional telework, subject to business needs.
Starting Salary Range
$78,000 – $92,000 annually
