Position Description
Harris County Precinct 4 is seeking an experienced and service-oriented Park Foreman to lead daily park operations and maintenance teams at Bayland Park. The Foreman role requires practical expertise in parks and recreation—such as park and trail maintenance, landscaping, equipment operation, and special event support—combined with strong, hands‑on leadership.

The position represents Precinct 4 with professionalism, communicates effectively with staff and the public, and ensures parks remain safe, clean, and welcoming.

The Park Foreman works under the general supervision of the Park Superintendent and is expected to lead both independently and collaboratively.

Duties and Responsibilities

Lead, supervise, and motivate park maintenance teams.

Train staff, interns, and volunteers in proper procedures, safety practices, and maintenance standards.

Assign daily work tasks fairly and efficiently.

Develop, organize, and implement staff schedules to meet operational needs.

Plan and oversee maintenance programs, improvement projects, and special initiatives.

Work alongside crews to complete hands‑on maintenance tasks.

Ensure all Precinct 4 policies, procedures, and safety standards are followed.

Conduct regular inspections and quality assurance/quality control assessments.

Build and maintain positive relationships with concessionaires, partners, volunteers, and other stakeholders.

Ensure all equipment—large and small—is safely operated and properly maintained.

Maintain inventory and submit orders for supplies and equipment as needed.

Submit work orders and track follow‑up.

Maintain accurate records for chemical storage, handling, and application.

Ensure proper storage and compliance for hazardous materials.

Participate in disaster preparedness, response, and recovery operations.

Perform other duties as assigned by the Park Superintendent.

Requirements
Education:

High school diploma or GED.

Experience:

Minimum of five (5) years of experience in parks and recreation, grounds maintenance, or related fields.

Licensure:

Valid state‑issued driver’s license with a good driving record.

Preferences

Proficiency in MS Office (Word, Excel, PowerPoint, Outlook).

Ability to operate standard office equipment.

Strong verbal, written, and interpersonal communication skills.

Ability to safely and effectively operate passenger vehicles, tractors, skid steers, forklifts, trailers, landscaping equipment, heavy equipment, and small‑engine tools.

Texas Pesticide Applicator License (Lawn, Ornamental, and Weed Control).

Commercial Driver License (CDL).

Experience supervising teams in outdoor maintenance or operational environments.

Experience coordinating volunteers or community partners.

Ability to read, comprehend, and follow instructions.

Strong organizational skills and ability to manage multiple priorities.

Open‑minded, positive attitude with a strong work ethic.

Ability to work in challenging outdoor conditions (heat, cold, rain, etc.).

Bilingual (English/spanish) preferred.
