The Department is committed to providing high quality education services to all Florida students and requires IT Staff Augmentation services to assist the Department and Technology staff in meeting that goal.
Minimum Qualifications of Candidate
The Department is seeking an Applications Architect professional with the following minimum qualifications (these qualifications must be clearly stated on the resume and verifiable via reference checks):
• Bachelor of Science/Arts degree in Computer Science, Management Information Systems Degree, or a related field preferred.
• Minimum 7 years of experience developing web applications.
• Minimum 7 years of experience producing technical documentation related to requirements, specifications, traceability matrices, designs, or testing.
• Minimum 7 years of experience testing custom applications, reports, large data sets, or dashboards.
• Minimum 7 years of experience developing in the .Net architecture.
• Minimum 7 years of experience in C# programming language.
• Minimum 4 years of experience in PL/SQL or TSQL preferred.
• Minimum 3 years of experience in MVC.
• Minimum 2 years of experience in HTML5 preferred.
• Identity and Access Management (IAM): Expertise in designing and implementing secure authentication and authorization solutions using Microsoft Entra ID, including B2C and B2B configurations.
• Single Sign-On (SSO): Proven ability to plan, configure, and integrate SSO across diverse applications and platforms using OAuth 2.0, OpenID Connect, and SAML protocols.
• Application Integration: Skilled in integrating enterprise and customer-facing applications with Microsoft Entra for seamless identity federation and user experience.
• Solution Architecture: Strong background in creating scalable, secure, and compliant architectures for identity-driven solutions in hybrid and cloud environments.
• Security Best Practices: Deep understanding of conditional access, multi-factor authentication (MFA), and zero-trust principles for safeguarding applications and data.
• Development & Customization: Experience developing custom policies, user flows, and branding for Entra B2C to meet business and UX requirements.
• Cross-Platform Expertise: Ability to integrate identity solutions with Azure services, Microsoft 365, and third- party SaaS applications.
• Proficiency with Microsoft Word, Excel, Visio, Project, PowerPoint, and SharePoint
• Ability to work with other Developers and Project Managers under the leadership of a Project Manager
• Demonstrated experience with large-scale implementation projects.
• Collaboration with multiple stakeholder groups with diverse and competing needs and expectations.
• Experience working in state government, specifically in the field of Education or Early Learning is preferred.
Deliverables/Tasks
The Applications Architect key deliverables include, but are not limited to, the following:
• Understanding the project requirements and project goals and using that understanding to produce deliverables.
• Working with Business Analysts to create and/or update project, technical, and training materials as needed.
• Actively participate in meetings or other project activities to produce project deliverables.
• Communicating accomplishments to BA to produce weekly status reports that outline accomplishments and planned activities for the following week.
• Communicating project progress and information to key stakeholders.
• Assisting in the preparation of information for the program leadership team, executive steering committee, and Project Manager as appropriate.
• Ensuring technical direction and standards for infrastructure and software applications are being followed.
• Understanding strategic project direction and tactical goals and effectively participating in the development and implementation of business solutions.
• Assisting both internal and external resources to achieve business solutions within project guidelines.
• Identifying and eliminating obstacles to solution plans, business goals or implementation. Assist in the development and implementation of contingency plans.
