Job Description
Senior GIS Data Analyst will lead GIS systems, analytics, and critical public safety applications by maintaining accurate geospatial data, integrating multi‑source information, supporting operational technology, and delivering decision‑support tools while ensuring system reliability, data quality, and ongoing platform improvement.

Responsibilities

Serve as the primary technical lead for GIS/ESRI systems supporting 911 dispatch mapping, ensuring geospatial data accuracy, currency, and integrity across all public safety mapping layers.

Lead geospatial data analysis initiatives to support public safety operational planning, resource deployment, and performance measurement, integrating data from multiple systems and platforms into cohesive analytical products.

Develop, maintain, and deliver advanced data analytics dashboards and reports using Power BI and ESRI tools, providing actionable intelligence to public safety agency leadership and operational staff.

Administer and support mission‑critical public safety applications including CAD, RMS, ESO, and associated system interfaces, serving as a primary point of contact for technical issue resolution and vendor coordination.

Maintain and update geospatial datasets, address layers, road centerlines, jurisdictional boundaries, and related data within the ESRI ArcGIS environment to ensure dispatch mapping accuracy and NG911 compliance.

Author and maintain ESRI ArcGIS Portal dashboards, web maps, and hosted feature layers to support real‑time situational awareness and operational decision‑making for public safety agencies.

Design and execute complex SQL queries against public safety databases to extract, validate, transform, and load data in support of reporting, analytics, and system integration requirements.

Develop and publish Microsoft Power BI dashboards and automated reports, including the design of data models, DAX measures, and Power Query transformations tailored to the needs of public safety agency stakeholders.

Document GIS workflows, data maintenance procedures, application configurations, and analytical methodologies to ensure operational continuity and knowledge transfer within the division.

Coordinate with CAD, RMS, and ESO vendors to manage application upgrades, patches, and interface testing, ensuring minimal disruption to public safety operations during maintenance windows.

Monitor data quality across public safety systems and GIS platforms, identifying and resolving discrepancies, redundancies, and errors through established quality assurance processes.

Evaluate new tools, technologies, and platform updates relevant to GIS, data analytics, and public safety applications, providing recommendations to division leadership for adoption or integration.

Collaborate with public safety agency personnel, IT staff, and county GIS teams to gather requirements, define data standards, and implement technical solutions that support operational and strategic objectives.

Manage user access, licensing, and configuration settings for supported public safety applications and ESRI platforms, ensuring system security and compliance with county IT policies.

Public Speaking Duties

Presents data analytics findings, GIS mapping updates, and technology project status reports to mid‑ and senior‑level public safety officials, including agency directors, chiefs, sheriffs, and county leadership.

Represents the Information Technology Division in inter‑agency meetings, steering committees, and planning sessions involving public safety leadership, serving as a technical subject matter expert and liaison for GIS and data analytics initiatives.

Facilitates training sessions, briefings, and demonstrations for public safety agency staff and leadership to promote effective utilization of analytical dashboards, GIS tools, and supported applications.

Other Job Requirements

This is a civilian position in either a public safety department or in Information Technology with close ties to public safety. Due to the sensitive nature of this position, a public safety background may include motor vehicle and criminal histories, and fingerprinting.

This job may require on‑call rotation and emergency after‑hours, weekends, and/or holidays.

This job is eligible for a hybrid telework schedule after an initial probationary period and individual approval.

Minimum Qualifications

Bachelor’s Degree in Computer Science, IT, or a related field AND five years of progressively responsible, professional level analyst and systems experience in a large scale Information Technology environment.

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above will also be considered.

Certifications in ITIL V4 Foundations, Microsoft PL‑300, ESRI Certified Associate.

Valid driver’s license from state of residency.
