Responsibilities
Serves as a logistics billing expert analyst of wholesale Department of Defense (DoD) Supply Chain Management System functional subject areas, including the Defense Logistics Management Standards (DLMS) program office.
Completes in-depth research, drafts changes for coordination and approval, and supports implementation of system changes.
Provides oversight and technical direction on matters involving logistics interfund billing, FIAR requirements, and other finance-related elements of logistics operations.
Within the scope of logistics interfund billing and other financial processes, negotiates complex business rules with Service Leads and serves as a functional subject matter expert within both logistics and finance.
Ensures that logistics interfund billing processes, audit readiness requirements, and financial management data structures are incorporated into the standards and systems maintained by the office.
Applies expertise in Life Cycle Logistics and Financial Management to review, coordinate, and develop policies and procedures that support logistics billing processes, implementing internal controls that facilitate auditability and compliance with financial management regulations.
Maintains expert knowledge of financial management, including G-Invoicing, Standard Line of Accounting (SLOA)/Standard Financial Information Structure (SFIS).
Interprets implementation conventions and XML schemas based on ANSI ASC EDI.
Negotiate complex business rules with Components and other trading partners for DLMS-based technology standards, including uniform policies, procedures, time standards, transaction sets, forms, and data management.
Reviews, coordinates, and develops related policies and procedures that support acquisition and sustainment, and internal controls that facilitate auditability as a DoD SCMS functional subject matter process expert.
Acts as liaison and advisor to USD(A& S) and USD(C), DAAS, and FLIS.
Engages with contract entities and other trading partners such as GSA, FAA, NOAA, and the Coast Guard.

Qualifications
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (where applicable), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement.
Experience Includes:
Supporting design of DoD Component or agency business rules and development of processes associated with Component or agency priorities.
Providing recommendations and/or strategic information to decision makers on systems and business rules design to support long-range strategies, business transformation and modernization efforts, and auditability.
Supports the design, development, execution, or oversight of data management policies, procedures, and operations.
Performs actions relating to interfund billing; knowledge of G-Invoicing and SFIS/SLOA.
Experience refers to paid and unpaid experience, including volunteer work, and credits will be given as applicable. Education substitutions are not allowed for this grade level.
