POSITION SUMMARY
Contract Manager – 48007069 (Blind Services) located in the Division of Blind Services State Office in Tallahassee, Florida. The incumbent reports to the Contracts Section Supervisor and the Bureau Chief. This career‑service position will provide management consultative services to improve management capabilities and operational procedures, work with division management to achieve efficient accomplishment of operating objectives, assist with state and federal reporting, and conduct program analysis and customer surveys.
RESPONSIBILITIES
Assist with the development, preparation, distribution, execution and management of contracts for the Division of Blind Services.
Assist in the development of contract standards and indicators.
Review and monitor the performance of contract terms and conditions.
Conduct desk‑review monitoring activities of the Division of Blind Services’ contracted vendors.
Ensure contractual services are performed in accordance with the contract prior to processing monthly invoices.
Conduct contract monitoring activities on site and travel to various locations across the state to complete these tasks.
KNOWLEDGE, SKILLS & ABILITIES
Knowledge of data collection and analysis methods.
Knowledge of basic management principles and practices.
Ability to collect, evaluate, and analyze data to develop recommendations, solve problems, document workflow, and improve operational and management practices.
Ability to organize data for presentation in reports and documents.
Ability to conduct fact‑finding research.
Ability to utilize problem‑solving techniques.
Ability to work independently.
Ability to understand and apply rules, regulations, policies and procedures related to operational and management analysis activities.
Ability to plan, organize and coordinate work assignments.
Ability to communicate effectively.
Ability to establish and maintain effective working relationships with others.
MINIMUM QUALIFICATIONS
A bachelor’s degree from an accredited college or university in a field reasonably related to business administration, marketing, accounting, finance, economics, or contract management; or
One to four years of professional and relevant experience in business administration, marketing, accounting, finance, economics or contract management. Preference will be given to those with a bachelor’s degree.
A Florida Certified Contract Manager (FCCM) designation.
PREFERRED QUALIFICATIONS
A bachelor’s or master’s degree from an accredited college or university.
One (1) to four (4) years of experience in business administration, marketing, accounting, finance, economics, or contract management.
Prior experience drafting, monitoring, managing and tracking contracts.
A Florida Certified Contract Manager (FCCM) designation.
