General Description
Cheyenne offers a natural environment with nearby state parks, recreational opportunities, and access to major cities. Candidates will provide technical reviews of petitions and subdivision water distribution plans submitted to the Board of Control in order to maintain the mission of the Wyoming State Engineer's Office.
Responsibilities
Review and analyze complex water rights, changes, and subdivision water distribution plans submitted to the Board of Control in accordance with Wyoming water law, Board of Control regulations, and related instructions.
Interpret water right or technical data and perform water right searches; resolve problems, discrepancies, and deficiencies on petitions, water distribution plans, and maps in accordance with applicable law and regulations.
Formulate detailed correspondence regarding technical issues.
Assist the public, the agency, other state agencies, and federal agencies.
Attend and participate in quarterly and special Board meetings and public hearings.
Qualifications
Preferred: Bachelor’s degree in water resource sciences, natural resources, or environmental science.
Knowledge and Skills
Knowledge of Wyoming water law, compacts, treaties, court decrees, State Engineer’s Office and Board of Control rules, regulations, business practices, policies, and procedures; legal land descriptions; surveying techniques and water records.
Strong interpersonal, written, and verbal communication skills; resource management; proficiency with computer applications.
Ability to develop collaborative relationships to facilitate work goals and build strategic relationships among people, workgroups, and divisions.
Comfortable presenting and conveying information clearly and concisely to groups or individuals in all formats.
Education & Experience
Minimum: Bachelor’s degree in the Sciences. 0–3 years of progressive experience in scientific analysis, records management, or water rights at the level of a Natural Resources Specialist; or 4–6 years of progressive experience if a degree is not held.
