Description Of Job
About the Work Unit
The Contract Administrator works in the CDOT Center for Procurement and Contract Services, which manages purchasing and contracting in compliance with statutes and regulations.

About the Position
The Contract Administrator is a subject‑matter expert providing contracting services for complex and high‑risk contracts. Responsibilities include writing, reviewing, negotiating, and overseeing personal services contracts, option letters, amendments, and tracking contractual activity.

Your duties and responsibilities will include, but are not limited to, the following

Ensure adherence to procurement code, OSC policies, federal requirements, 2 CFR 200, OIT, DPA guidelines and other state statutes.

Serve as CDOT staff authority on complex contracting services.

Resolve vendor and customer claims and disputes, develop contracting procedures and schedules.

Work with project managers, local agencies, vendors and consultants to develop SOWs, negotiate terms, and execute high‑risk contracts.

Write, prepare, negotiate, coordinate, review, and oversee personal service contracts, processes, option letters, and amendments.

Ensure contracts are accurate and complete.

Track contract activity and data, including insurance validation and terms.

Maintain fully supported, retrievable contract files.

Maintain contract data in the Center’s database and the State’s Contract Management System.

Develop complex contracting templates.

Teach other contract writers the development and execution process.

Train CDOT project managers on budgeting, federal authorization, and contracting processes.

Provide oversight to interns, training and reviewing their work.

Other duties as assigned.

Work Environment

Primary schedule: 8:00 a.m. – 5:00 p.m., Monday–Friday, with flexibility to meet work/life balance.

Hybrid schedule combining in‑office and remote work.

Minimum Qualifications
Experience Only

At least seven (7) years of contract, procurement, legal, business, accounting or financial experience.

At least three (3) years of full‑time professional contract experience, including reviewing statements of work, drafting contracts and modifications, negotiating contracts, and processing a high volume of contract documents.

Education and Experience

At least seven (7) years of combined relevant education and experience.

Education in contracts, law, business administration, accounting, finance or a related field.

Professional contract experience including reviewing statements of work, drafting contracts and modifications, negotiating contracts, and processing a high volume of contract documents.

Preferred Qualifications

Demonstrated success with duties listed above.

State service experience related to duties.

High work and personal ethics.

Cradle‑to‑grave contracting experience.

Experience reviewing and monitoring contracts for legal compliance.

Experience drafting provisions, modification documents and executing high‑dollar acquisitions.

Contract law expertise.

Juris Doctorate.

Knowledge of State OIT/Personal Service Contract templates.

Experience with high‑risk complex intergovernmental agreements, IT contracts and other services.

State contract training and certification.

Experience resolving vendor and customer claims and disputes.

Knowledge of accounting principles, procurement rules and fiscal rules.

Excellent negotiation skills.

Ability to manage multiple assignments under tight deadlines.

Strong problem‑solving, initiative, interpersonal and communication skills.

Attention to technical detail and accuracy.

Experience with contracting software (SRM, other) and financial/ERP software (OnBase, SAP).

Fluency in Microsoft Office Suite, Gmail, Google applications and quick learning of new software.
