Overview
We are seeking an experienced Business Development Manager to lead the identification, pursuit, and acquisition of Washington State, county, city, utility, and other public‑sector contracts across service‑based industries including tree care, landscaping, roofing, storm response, and facilities maintenance .
This role is responsible for building a predictable pipeline of state and local government work , securing long‑term and on‑call service agreements, and positioning the company as a trusted, compliant, Washington‑based public works vendor .
The ideal candidate understands Washington’s procurement landscape, knows where opportunities are posted, and can manage the full lifecycle— from opportunity discovery through award, renewal, and expansion.
Key Responsibilities
Washington State & Local Government Contracting
Source, track, and manage bid opportunities through Washington‑specific systems, including:
WEBS (Washington Electronic Business Solution)
MRSC Rosters
City and county procurement portals (Seattle, Bellevue, Redmond, Everett, Tacoma, etc.)
Utility and special district bid boards (PUDs, school districts, ports, parks, HOAs)
Identify opportunities for on‑call, emergency response, and multi‑year service contracts
Review and qualify RFPs, RFQs, ITBs, and SOQs for scope, compliance, and profitability
Coordinate proposal development, pricing, and submission deadlines
Manage pre‑bid meetings, site walks, clarifications, addenda, and post‑bid follow‑up
Public Agency & Procurement Relationships
Build and maintain relationships with:
Procurement officers
Public Works and Facilities Managers
Parks departments
Utilities, school districts, and municipalities
Attend Washington‑based vendor outreach events, pre‑bid conferences, and networking sessions
Position the company for preferred vendor lists, small works rosters, and cooperative purchasing programs
Support contract renewals, amendments, and scope expansions
Compliance & Washington Public Works Knowledge
Ensure compliance with Washington‑specific requirements, including:
Public Works bidding rules
Prevailing wage (L&I)
Licensing, bonding, and insurance thresholds
Safety and certification requirements
Coordinate internally to ensure operational readiness for awarded contracts
Identify certifications or registrations that improve eligibility and competitiveness
Strategy & Market Expansion
Develop a Washington‑focused public‑sector growth strategy aligned with company capacity
Identify regional opportunities by county, city, and agency type
Track competitor awards, pricing trends, and contract structures
Provide leadership with pipeline reports, forecasts, and go
o‑go recommendations
Required Qualifications
3+ years of experience in public‑sector business development, procurement, or government contracting
Demonstrated success securing Washington State, county, or municipal contracts
Strong understanding of WEBS, MRSC Rosters, and local agency procurement processes
Experience in service‑based industries (tree care, landscaping, roofing, construction, facilities, utilities, or similar)
Excellent written communication skills for proposals and formal responses
Highly organized with strong deadline and pipeline management skills
Preferred Qualifications
Familiarity with King, Snohomish, Pierce, Kitsap, and surrounding counties
Experience with on‑call public works contracts and emergency storm response agreements
Knowledge of Washington L&I requirements, prevailing wage reporting, and public works compliance
CRM, bid‑tracking, or proposal management software experience
Ability to interpret scopes of work, site plans, and technical specifications
