General Description
The purpose of this position is to protect the water distribution system by informing the public and employees on backflow prevention and cross‑connection policies, conducting property surveys, collecting assembly information, installing assemblies based on hazard degree, maintaining accurate records, distributing notifications, testing assemblies, and staying current on policies. Additional duties include collecting and relocating temporary construction hydrant and jumper meters, maintaining records, responding to emergency events, and assisting other specialists and coordinators as needed.
Essential Functions
Backflow Specialist I Responsibilities
Basic knowledge/experience with Microsoft Office Suite, Adobe Professional, Outlook.
Use GIS and Google Maps.
Conduct initial field surveys for commercial and residential sites.
Conduct compliance site inspections and assessments according to hazard degree (fire line, irrigation, commercial, residential).
Test and repair residential and internal BF assemblies.
Enter survey results via App/Mobile.
Enter test and repair results via App/Mobile.
Develop an understanding of water distribution systems.
Complete 2 hours of Customer Service Training.
Enter work orders, test reports, and other technical documentation.
Backflow Specialist II Responsibilities
Proficiency with Backflow Management Software.
Assist Level I Cross‑Connection Technicians with BF testing/repairs.
Train/mentor Level I technicians on surveys, tests, repairs, etc.
Senior Backflow Specialist Responsibilities
Review work and products completed by Level I and Level II technicians.
Troubleshoot scenarios encountered by technicians and provide guidance.
Redline maps, assist C3Hub and notification letters and other documentation.
Demonstrate proficiency in understanding distribution systems.
Participate in inter‑departmental functions (application meetings, education sessions, etc.).
Minimum Qualifications
Backflow Specialist I Qualifications
High school diploma or GED issued from an approved GED Administrator.
Valid State of Florida Class E Driver’s License.
Obtain Backflow Tester Certification and Repair Certification within 6 months of hire.
Backflow Specialist II Qualifications
3 years of relevant experience.
High school diploma or GED issued from an approved GED Administrator.
Valid State of Florida Class E Driver’s License.
Obtain Backflow Tester Certification and Repair Certification within 6 months of hire.
Senior Backflow Specialist Qualifications
5 years of relevant experience.
High school diploma or GED issued from an approved GED Administrator.
Valid State of Florida Class E Driver’s License.
Obtain Backflow Tester Certification and Repair Certification within 6 months of hire.
Physical Demands
The employee is regularly required to stand and walk significantly; use hands to operate tools; pull, push, kneel, bend, squat, crawl, and twist; lift or move up to 50 pounds frequently, and up to 75 pounds occasionally. Vision requirements include close, distance, color, peripheral, depth perception, and ability to adjust focus.
Working Conditions
The environment includes outdoor conditions, rugged terrain, slippery surfaces, varying weather (heat, cold, dry, wet), noise, darkness, brightness, vibrations, traffic, biological agents, chemicals, gas/fumes, magnetic fields, or congested areas. Indoor conditions involve flat surfaces, noise, intermittent walking, and standing.
