Overview Sr Program Specialist, Communications (Program Specialist Sr) – CalOptima
The role supports the Communications department's program and project operations, including monitoring timelines and schedules, organizing workflows, client engagement and change management. Works closely with the Communications Director and staff to support deliverables across editorial, graphic design, website updates, videos, digital communications and marketing and advertising materials. This position has been approved for Partial Telework. If telework is approved, you are required to work within the State of California only and, if Partial Telework, also come in to the Main Office in Orange, CA, at least two (2) days per week minimum.
Key focus: support department operations and ensure timely, quality deliverables while balancing competing demands.
Responsibilities
Support the Communications department's program and project operations, including monitoring timelines and schedules, organizing workflows, client engagement and change management.
Work with the Communications Director and staff to support deliverables across focus areas (editorial, graphic design, website updates, videos, digital communications, marketing and advertising materials).
Organize the department's work, balance competing demands, and support meetings to identify and assign tasks; communicate with staff and stakeholders during project delivery.
Provide status updates and reports to department leaders and stakeholders as required; support business-related initiatives and create documents and other materials as needed to ensure smooth operations.
80% – Communications Support and Organization: monitor quality and timelines, maintain department dashboards, and ensure timely, complete deliverables.
Act as a liaison with internal departments and external stakeholders to promote collaboration within the Communications department.
Collaborate with the Director to identify and monitor changes to scope, schedule and resources; escalate issues as needed.
Assist in risk identification and resolution related to project performance with internal clients and stakeholders.
10% – Administrative Support: coordinate meetings, maintain project documentation, and prepare summaries and status updates for leaders and stakeholders.
10% – Other: complete other projects and duties as assigned.
Qualifications
Bachelor’s degree in communications or related field plus 3 years of experience in communications and/or project management; equivalent education/experience acceptable.
Experience with Asana.
2 years of experience working with health care delivery systems and/or in a public agency serving a related population (preferred).
Knowledge, Abilities & Skills
Develop rapport and maintain effective working relationships with leadership, staff, and external contacts at all levels and diverse backgrounds.
Work independently, exercise sound judgment, and communicate clearly in writing and verbally.
Flexible schedule; available for evening and weekend events.
Organize, analyze, solve problems, and manage multiple projects; coordinate internal and external collaboration.
Motivate and lead multi-program teams and external committees/coalitions.
Proficient with Microsoft Office and job-specific applications to produce correspondence, charts, and reports.
Physical Requirements
Ability to read information from screens and printed materials; clear oral communication; hearing for verbal interactions.
Manual dexterity for typing and handling documents; ability to lift 10–25 pounds.
Conditions & Environment
Work is typically indoors with travel as needed; environment varies by location (office, clinical setting, or community work).
Compensation & Benefits
Competitive compensation; current hiring range: Pay Grade 309 – $68,015 to $108,824; final salary based on education, experience and internal equity.
