Pre-Roll Production Manager

Position Summary The Pre-Roll Manager is responsible for overseeing and managing all pre-roll production operations within a licensed cannabis manufacturing facility. This role ensures daily production goals are met through efficient workflow management, strong quality control practices, and strict compliance with OLCC regulations, METRC tracking requirements, and internal SOPs. The Pre-Roll Manager leads the pre-roll team, supports training and performance management, and ensures product consistency, accuracy, and cleanliness across all stages of production.
Key Responsibilities Pre-Roll Production Operations Manage daily pre-roll production schedules to meet output and fulfillment goals
Oversee all stages of pre-roll manufacturing including grinding, weighing, cone filling, packing, labeling, and packaging handoff
Ensure production is completed efficiently while maintaining quality standards and minimizing waste
Coordinate labor planning and task assignments to ensure proper staffing coverage
Monitor inventory levels of materials (cones, tubes, labels, flower, kief, etc.) and communicate needs to Inventory/Leadership
Support scaling initiatives, production improvements, and workflow efficiency projects

Quality Control Ensure pre-rolls meet quality standards for weight accuracy, pack density, burn consistency, appearance, and cleanliness
Conduct regular in-process inspections and final quality checks before packaging handoff
Identify and correct issues such as loose packs, overfilled cones, underweight units, contamination risks, or label errors
Ensure all products are properly labeled, sealed, and packaged according to SOPs and compliance requirements
Compliance and Documentation Ensure all activities comply with OLCC regulations, sanitation standards, safety requirements, and security protocols
Oversee accurate tracking of materials, inputs/outputs, waste, and batch production records in METRC and/or internal tracking systems
Maintain strict chain-of-custody and inventory accountability for all cannabis material used in pre-roll production
Ensure the production area remains audit-ready at all times
Equipment and Facility Maintenance Ensure daily cleaning and sanitation of all equipment and production areas
Oversee safe and proper use of grinders, scales, filling equipment, sealing equipment, and other production tools
Perform routine equipment checks and report malfunctions or safety concerns to Maintenance or Leadership
Ensure proper storage of all cannabis materials, packaging supplies, and finished goods
Team Leadership and Collaboration Supervise pre-roll production staff and provide daily direction and support
Train employees on SOPs, safety, quality standards, and compliance procedures
Provide coaching, feedback, and performance accountability to ensure team success
Coordinate with Packaging, Inventory, and Operations teams to maintain production flow
Promote a culture of efficiency, cleanliness, consistency, and teamwork

Required Must be 21+ and able to obtain and maintain an active OLCC Marijuana Worker Permit
2+ years of experience in cannabis production, packaging, or manufacturing environments
1+ year of leadership, supervisor, or manager-level experience in production operations
Strong understanding of production workflow, quality control practices, and compliance standards
Ability to lift 40+ pounds, stand for extended periods, and perform repetitive tasks in a production environment
Strong attention to detail and ability to manage output, accuracy, and team performance simultaneously
Preferred Experience in a licensed cannabis manufacturing facility
Familiarity with METRC or other seed-to-sale tracking systems
Experience managing production metrics, output goals, and staffing plans
Experience with infused pre-roll production (if applicable to site operations)
Experience supporting continuous improvement initiatives
Working Conditions Exposure to repetitive manual tasks, strong odors, and production noise
Daily handling of cannabis plant material and finished products
PPE required, including gloves, hairnets, protective eyewear, and other site-specific equipment
