Starting Pay:

$25.54 per hour, dependent on qualifications.
JOB SUMMARY
Responsible administrative work of above-average difficulty directing the administrative operations of the building permit application process. The employee is assigned to the intake, issuance, and timely processing of all building permits, and to customer service, phone, and building reception duties. Independent application of building permit procedures and regulations is required. Supervision is received from an administrative superior via conferences and work reviews.

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES

Assist office personnel in monitoring and tracking applications through the streamline permitting system.

Assist contractors, developers, and the public regarding procedures associated with building permits.

Receive and process permit applications; review for completeness, documentation, and compute appropriate fees.

Answer inquiries from the general public and business community with friendly, professional customer service skills.

Check and review data for accuracy, completeness, and conformance to established standards and procedures.

Verify that contractors are properly licensed; assist with license applications and coordinate with state agencies.

Schedule inspections.

Perform informational research for inclusion in reports and to ascertain background information on addresses, business entities, or other pertinent information.

Operate computers and other office equipment.

Maintain and file records related to permit issuance.

Compose forms, reports, memoranda, and letters.

Represent the City positively in interactions with colleagues and clients, irrespective of gender, race, religion, age, disability, political affiliation, or sexual orientation.

Establish and maintain effective professional relationships with work colleagues, supervisors, and managers.

Perform related work as required for this position description only.

EDUCATION / EXPERIENCE
Required:

High School Diploma or GED equivalent and two (2) years of clerical experience with considerable customer service experience.

Preferred:

Experience in clerical and customer service in a building permitting environment; Notary Public Certification.

CERTIFICATES, LICENSES, REGISTRATIONS

Valid Driver’s License:

Proof of automobile insurance.

Background Check:

Acceptable background record required.

Driving Abstract:

Acceptable driving record required.

KNOWLEDGE, SKILLS, ABILITIES

Considerable knowledge of customer service principles and practices.

Extensive knowledge of all functions relevant to the processing and approval of building construction permits.

Knowledge of proper English, building terminology, spelling, and arithmetic.

Knowledge of the interrelationship between the Building Division and other City agencies involved in the permitting process.

Skill in the operation of modern office equipment.

Ability to access, operate, and maintain various software applications.

Ability to explain established laws, regulations, and procedures.

Ability to deal tactfully and effectively with the public.

Typing ability: 35 words per minute.

Ability to identify and analyze problems and develop solutions.

Ability to establish and maintain effective working relationships with fellow employees and the public.

PHYSICAL DEMANDS
The job requires regular walking, sitting, writing, hearing, speaking, and occasionally exerting up to 50 pounds of force. Frequent use of fingers or hands for manipulating objects may be required. Vision requirements include near, far, peripheral, and depth perception.

WORK ENVIRONMENT
Work is performed primarily in an office environment, requiring sensitivity to changing goals, priorities, and needs.
