Position Overview
The incumbent serves as an Environmental Specialist III for the Department of Health, providing independent judgment and meeting performance expectations set by Pinellas County core standards.
Responsibilities
Act as the Environmental Health professional representative for the County Health Department (CHD) epidemiological investigation team.
Coordinate and collaborate with state and regional environmental epidemiology staff and regulatory agencies.
Monitor the Pinellas_Environmental inbox for FBI complaints, forward data to local EPI for interview and FLCORS entry.
Review epidemiological surveillance intake logs, forms, and databases (FLCORS, Merlin, etc.) to determine investigation response based on case definition guidelines and complete work within established timeframes.
Perform QA on completed database/FLCORS entries for completeness and accuracy.
Coordinate joint investigations with epi team members and assigned regulatory agencies.
Procure, maintain, track, and ship legionella test kits and sampling kits for investigations.
Maintain records and logs associated with outbreak cases.
Conduct investigations and submit sporadic case notifications to required recipients.
Assist epi team members with sampling, notifications, and media advisories as needed.
Complete investigation reports; submit report summaries to REE and CHD epidemiologists within established timeframes; submit final reports to all agencies with jurisdiction over outbreak sources.
Assist CHD epidemiology staff in updating protocols and SOPs.
Train and evaluate EPH staff on outbreak investigation procedures as specified in EPH program manual 150‑4 Appendix C‑E.
Maintain required FDOH certifications by completing approved training hours.
Attend required educational courses, conference calls, webinars, and meetings to advance technical expertise.
Additional Programmatic Assistant Roles
Assist Pinellas database system administrator, train staff, manage fee schedules, monitor inbox, and support database accuracy.
Assist EPH programmatic management and training by supporting quality assurance activities, inspection approvals, pool program reviews, vacant zone work, and staff training.
Perform other related duties as assigned.
Knowledge, Skills and Abilities
Knowledge of terminology, principles, and analytical techniques of the physical or natural sciences.
Knowledge of data collection and analysis principles and procedures.
Ability to collect, evaluate, analyze, and interpret scientific or technical data.
Ability to prepare technical reports.
Proficiency with personal computers.
Understanding and application of applicable rules, regulations, policies, and procedures of environmental health programs.
Understanding of Florida statutes and legislative policy direction.
Ability to handle public interactions tactfully and courteously.
Ability to work independently, plan, organize, and coordinate work assignments.
Effective communication skills and ability to establish working relationships.
Problem‑solving techniques.
Physical ability to perform frequent bending, squatting, and lifting activities, including lifting field computers, printers, and test kits.
Qualifications
Minimum: Bachelor’s degree in a physical or natural science from an accredited college or university; valid driver’s license and reliable transportation.
Preferred: Master’s in public health (MPH), 1‑3 years experience in environmental health programs with the Department of Health, CEHP Certified Environmental Health Professional or Registered Sanitarian certification.
