Management Assistant II (Operations Division) - Aviation Department

Responsibilities
Responsibilities for the Management Assistant II position include Divisional budget management, forecasting and planning, leading Division R&Rs, SOPs and MOA/MOU document compliance, payroll, and travel management, streamlining administrative processes where applicable, and acting as the Division's liaison to the Department's City council process. This includes drafting, reviewing, and submitting council reports to the Aviation Director's office as directed. This position is required to collaboratively interact with aviation staff, leaders, and other stakeholders regarding administrative excellence for the Division. Additional responsibilities include completing and reviewing various documents for professional level technical writing, meeting strict deadlines, and evaluating processes for efficiency and sustainable improvements.

Ideal Candidate

Advanced level proficiency with Microsoft Office 365.

Ability to develop consensus around complex issues and situations.

Ability to lead small to medium sized teams of administrative professionals.

Ability to review and interpret compound reports by the Division and/or Department.

Ability to develop clear and effective reports and presentations to diverse audiences.

Excellent communication, collaboration, and technical writing skills.

Strong decision-making skills and effective at problem solving and negotiating resolutions.

Knowledge and experience managing multiple tasks, schedules, and budgets.

Knowledge of Federal Aviation Administration, Transportation Security Administration, and Customs & Border Protection policies and standards along with airport operations, principles, and procedures.

Demonstrated ability to establish and maintain effective working relationships with employees, business partners, tenants, and other Aviation representatives.

Demonstrated ability to establish and maintain effective working relationships with employees, business partners, tenants, contractors, and representatives of governmental agencies.

Demonstrate professional business practices, customer interaction, and ability to motivate administrative professionals.

Professional writing skills to author and review a variety of written reports including City Council reports, Council action requests, proposals, and contract language.

Salary
Pay Range: $71,240.00 to $116,022.40 annually.

Hiring Range: $71,240.00 to $105,248.00 annually.

Pay range is the entire compensation range for the position classification.

Hiring range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity.

Minimum Qualifications

Three years of professional-level experience in research, finance or public administration.

Master's degree in business or public administration, or a related field.

Other combinations of experience and education that meet the minimum requirements may be substituted.

Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

Preferred Qualifications

A minimum of two years of experience in:

Supervising professional level and administrative staff.

Conducting independent research, analysis, and making recommendations on complex admin projects.

A minimum of three years of experience in:

Developing policies and procedures and process improvements.

Managing and monitoring contracts, contract compliance, and/or development of scopes of work.

Writing advanced level memos, reports, City Council reports, and/or special project recommendations.

Program budgeting experience including operational budgets, capital improvement budgets, and City government budgeting processes.

Experience implementing daily activities the principles of public administration in a government organization.

Experience managing multiple professional services, staff, and service contracts.

Experience with managing division's deadlines for audits, SOPS, and rules and regulations that roll into Department goals.

Professional designations such as AAAE Airport Certified Employee (ACE) or Certified Manager (CM), preferred.
