Exempt; full-time; 40 hours per week; varied days and hours during FCPL regular operating schedule; full benefits, including health benefits; position subject to system-wide reassignment
This advanced-level supervisory position provides assistance to leadership for major departments and specialized service units within a large and complex public library branch. The Assistant Branch Manager III oversees complex, high-impact service areas, mentors senior staff, and serves as acting Branch Manager when assigned. Work at this level involves managing specialized collections or programs, coordinating integrated operations across multiple functional areas, and ensuring alignment with system-wide initiatives and community needs. The position exercises broad operational decision-making authority that influences branch-wide service quality, resource allocation, and program direction. Supervision is received from the Branch Manager.
NOTE: Please note that the upper pay range reflected in the job posting reflects possible wage rates for internal County transfers and promotions, which are calculated per County policy.

Supervise designated staff and provide indirect oversight of related teams to support consistent service delivery across assigned functional areas
Collaborate with specialized service leads to coordinate shared resources and support integrated operations across multiple work areas
Maintain staffing schedules and coordinate coverage solutions to ensure continuity of services across work units
Develop and sustain relationships with community organizations to communicate services, represent the department, assess needs, and identify partnership opportunities
Oversee designated programmatic resources and coordinate with internal departments to support aligned service delivery and systemwide initiatives
Perform person-in-charge duties to ensure safety and security of patrons, staff and the facility
In the absence of the Branch Manager, fulfill the duties and daily responsibilities of that position
May perform duties as Passport Acceptance Agent, to include executing passport applications
Perform other related duties as required

Requires a Master of Library Science (MLS) degree from an American Library Association accredited program
Requires a minimum of 3 years of experience in public library management which includes 2 years of experience supervising or managing staff
Professional Public Librarian certification from the Maryland State Department of Education or the ability to obtain certification within 6 months of hire with an MLS degree
Substitutions for the above-listed required education and experience are a Bachelor’s degree and 5 years experience as described which includes 2 years of experience supervising or managing staff and the Library Associate certification from the MD State Department of Education within 2 years of hire. Additional required or preferred qualifications may apply based on operational needs, as approved by Human Resources.

Employees in this classification are designated as Non-Essential.
An Essential Employee means the employee is considered necessary for the operation of County services. Essential Employees are required to report to work in the event of a weather incident, general emergency, or disasters when County offices are closed. They may be required to work overtime with little or no advance notice and may be required to report to work in emergency situations and/or after hours.

Knowledge of modern management theory and practices with demonstrated effective skills and judgment in public library management and problem solving
Knowledge of, and ability to effectively use social media and other online tools to promote the library and to gather feedback from the public
Knowledge of marketing principles with ability to effectively apply them to a library setting
Knowledge of standard computer applications and devices including tablets/mobile
Advanced knowledge of general and specialized reference materials and sources, and the most effective means to access information
Knowledge of program management
Advanced knowledge of local, county, and statewide library standards
Advanced customer service skills
Ability to become certified as a Passport Acceptance Agent from the US Department of State within 180 days of hire and maintain certification, as needed
Ability to effectively handle multiple priorities, assignments and unanticipated emergencies
Ability to effectively supervise, direct and evaluate the work of others, including strong and effective training and development skills
Ability to provide leadership in public library services
Ability to effectively create and analyze information, including written, statistical and numeric data
Strong and effective spoken and written (English) communication skills, including the ability to effectively represent FCPL in the community through public speaking
Ability to effectively build and maintain relationships and partnerships with community organizations, businesses, government officials and the general public

PHYSICAL REQUIREMENTS / WORKING CONDITIONS:
While working in this position, the employee is required to frequently sit, walk, and reach; occasionally lift up to 20 pounds
While working in this position, the employee is required to constantly work indoors; frequently work outdoors and walk on uneven ground.
During outreach programs and events, the employee is frequently working outdoors, working in hot (above 100 degrees), working in cold temperatures (below 32 degrees) and walking on uneven ground.
