The Program Manager provides comprehensive program management oversight for all contractor and subcontractor personnel supporting the task order for US Army Combat Capabilities Development Command (DEVCOM); Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance & Reconnaissance (C5ISR) Center; Engineering and Systems Integration (ESI) Directorate.
Responsibilities
Formulate and review project feasibility studies, determine costs, and ensure conformance to work standards. Interpret policies, purposes, and goals of the organization for subordinates.
Manage logistics support analysis for military systems. Manage systems safety studies.
Provides comprehensive program management oversight for all contractor and subcontractor personnel supporting the task order.
Independently manage all contract activities, ensuring performance aligns with the Performance Work Statement and applicable regulations (FAR Parts 7.5 & 37.1).
Conduct high-level program planning, budgeting, scheduling, risk management, and lifecycle costing; conduct manpower assessments; and provide regular status briefings to PM PNT management (weekly high-level, quarterly in-depth).
Responsible for the management and oversight of all Contractor and subcontractor personnel performing work under this task order, ensuring their performance meets established standards outlined in this Performance Work Statement, Quality Assurance Surveillance Plan (QASP), and as required by the Contracting Officer or the Contracting Officer's Representative (COR).
Manages the overall contract onsite. All sections report to this position. The administrative aspects of the contract are managed by this position.
Ensures the manning and training of the contract staff is adequate for meeting the deliverables.
Handles all administrative functions and liaisons with the government for establishing priorities and training in new technologies as needed.
Provide high-level program management, budgeting, scheduling, trade-off analysis, and lifecycle costing; and conduct manpower assessments and risk management, as required.
Provide weekly high-level status briefings and quarterly in-depth status briefings to PM PNT management.
Manage and coordinate planning and implementation of all contract/program activities; interface with Government personnel; formulate and review project feasibility studies; determine costs; ensure compliance with work standards; interpret policies, purposes, and goals of the organization for contractor and subcontractor personnel; and utilize company resources to achieve program objectives.
Qualifications
Bachelor's Degree with 12 years of experience.
PMP Certification or DAWIA PM III Certification.
Twelve (12) years of progressive experience in design and development, five (5) years of management and supervision of substantive military hardware/software development, and five (5) years of systems analysis, or military experience E5 and up, a minimum of ten years of DoD-related program management with U.S. military and/or other Government agencies.
TS/SCI Clearance.
Salary Range $168,134 - $188,234
