Full-Time.

Salary:

$61,200.00 - $76,476.00 annually ($5,100.00 - $6,373.00 monthly).

Qualifications

TDOT Technical Specialist I:

Bachelor’s Degree in related field.

TDOT Technical Specialist II:

Bachelor’s Degree and 1 year of demonstrated competency in related field.

TDOT Technical Specialist III:

Bachelor’s Degree and 2 years of demonstrated competency in related field.

The Tennessee Department of Transportation reserves the sole right in determining the level of position based on the applicant's work experience, education, skill level, and all other appropriate factors, including business needs. Within 6 months of hire, employees must demonstrate successful mastery of corresponding work competencies and skill blocks of the Technical Specialist Competency Program for the level of worker for which they were hired. If skills and competencies are not met during that period, the employee can be demoted to the level of worker for which he/she is qualified.

Necessary special qualifications for Technical Specialist I, II, III may include:

Professional licenses and/or certifications.

Possess and maintain a Class D driver's license valid for use in operating vehicles in the State of Tennessee.

Knowledge of transportation finance principles.

Knowledge of contract development principles and applications.

Knowledge of technical report writing.

Conditions of Employment

Incorporating overtime, weekends, and night shifts into schedules.

Extended durations outdoors in extreme weather conditions.

Working in and around construction and vehicular traffic.

Walking on uneven terrain.

Climbing ladders and construction scaffolding.

Carrying equipment and samples in excess of 25 pounds.

Driving long distances as required.

Performing work in which personal protective equipment will be required.

Overview
The Local Programs Administration Technical Specialist provides contract administration, financial management, and data system services to support the Local Programs Section's program and project delivery processes. The position collaborates with local government officials, the Reimbursement and Invoicing Team, the Project Engineering Team, and other stakeholders to support efficient and effective delivery of programs and projects. The role includes training, mentoring, and communication within a matrix organization.

Responsibilities

Perform contract administration duties including informing local governments of project selection; reviewing and coordinating project initiation checklists and forms; performing risk assessments; conducting interviews; developing contracts and processing amendments; issuing Notices to Proceed.

Perform financial management activities in coordination with Program Development and Administration Division, the Project Engineering Team, and the Reimbursements and Invoicing Team; review and approve invoices and backup documentation; submit invoices to the Finance Division.

Manage and update project information in TDOT systems; initiate projects in eGrants and associated databases; create maps in eTRIMS; update projects in TDOT’s project scheduling system; update Invoice Tracker upon approval.

Remain current on revisions to federal and state requirements, TDOT Local Programs policies, and best practices.

Provide exceptional customer service to internal and external customers, maintain complete and accurate documentation, and communicate effectively.

Additional Job Duties for Technical Specialist II and III

Perform financial management activities in coordination with Program Development and Administration Division, Project Engineering Team, and Reimbursements and Invoicing Team; provide project and financial information to Program Development and Administration; obtain federal project numbers as applicable.

Collaborate with Project Teams and internal stakeholders to evaluate alternative scopes of work and finance strategies.

Additional Job Duties for Technical Specialist III

Coordinate with the Local Programs Manager to assist the Technical Training Director in developing and delivering local programs training.

Provide mentoring to TDOT staff and consultants regarding program and project delivery.

Perform quality assurance reviews of local programs deliverables ensuring all federal and state requirements are met.

Ensure all data-related activities and critical documents are saved following a consistent set of rules statewide.
