Data Science Analyst II- Planning and Development (Civil Service)

Job Summary
The Data Science Analyst II provides professional analysis, evaluation, and research of various data streams and utilizes large data sets to determine unique insights to further business needs. This role supports the Planning and Development Department’s use of data to improve permitting, plan review, and land management services by extracting, analyzing, and interpreting complex datasets. The analyst partners with operational teams to develop clear, accurate reports and dashboards that provide insight into workflow performance, customer experience, and process efficiency.

Essential Functions

Works with various personnel, management, and department staff to effectively perform analysis that answers business questions, solves business needs, clarifies data, and adds business values.

Researches, identifies, and runs various database algorithms to find and locate data sets, forecasts, data mines, and performs statistical analysis to assist the organization and department in solving challenging problems.

Works with other team members to apply statistical analysis, pattern recognition with domain and program‑specific knowledge to solve business issues.

Assists and supports in the development of predictive modeling to increase and optimize customer experiences, revenue generation, and other business outcomes.

Develops tools to monitor and analyze model performance and data accuracy; analyzes information to improve business decisions.

Provides detailed and concise data sets to decision makers to assist in leveraging data to drive program, service, and department solutions.

Conducts studies, gathers and analyzes data from various databases and sources, develops reports, summaries, recommendations, and visual representations, and performs statistical programming and provides consultation and technical assistance; conducts research and logical analysis of procedural, financial, and structural barriers to determine areas of needed improvement.

Documents procedures for future reference and may make recommendations for data‑analysis process improvements; counsels clients in interpreting and summarizing statistical results.

Performs any and all other work as needed or assigned.

Education and Experience
Minimum Qualifications:

Bachelor’s degree in Computer Science, Statistics, Mathematics, Data Management, Data Science, Machine Learning, or a similar applicable field.

Experience:

Four years of experience in database management, operations, and statistical analysis, including experience with at least one of the following machine learning frameworks: Keras, TensorFlow, PyTorch, or SQL Server.

Equivalencies

High school diploma or GED plus eight years of the required experience.

Associate degree plus six years of the required experience.

Bachelor’s degree (or higher) in a non‑specific field plus six years of the required experience.

Master’s degree (or higher) in a specific field plus two years of the required experience.

Other Requirements

No felony or Class A misdemeanor convictions.

No Class B misdemeanor conviction within the last ten years.

No family violence convictions.

Cannot currently be on deferred adjudication for any felony, Class A or Class B misdemeanor charge.

Salary Range: $64,251.20 - $79,809.60. The salary listed is the starting salary range; the amount offered will depend upon qualifications.
