The Air Force Civilian Service (AFCS) is looking for a Procurement Analyst (GS-1102-13) to work at HQ, NORAD and USNORTHCOM, Directorate of Logistics and Engineering (J4), International Engagement Division (J49), located at Peterson SFB, in Colorado Springs, CO.
In this position you will Serve as the Commands' focal point and principal advisor for contracting, acquisition, and Operational Contract Support (OCS) planning to the International Engagement & Acquisition Division Chief within the Logistics and Engineering Directorate (J4), Northern American Aerospace Defense Command (NORAD) and United States Northern Command (USNORTHCOM). Responsible for planning, orchestrating, and synchronizing integrated contract support and management of contractor personnel that provide contingency support to the joint force in the NORAD and USNORTHCOM (N&NC) area of responsibility (AOR). OCS planning and execution in support of the Commands\' missions include Homeland Defense, Counter Terrorism and Force Protection, Transnational Criminal Organizations, Defense Support of Civil Authorities (DSCA), Chemical, Biological, Radioactive and Nuclear (CBRN) Consequence Management, Maritime Warning and Control, Aerospace Warning and Control, Missile Defense and Arctic Operations within the NORAD and USNORTHCOM AOR.

Salary Range is $109,246 - $142,022 Annually based on experience.

This position has been designated as Special Sensitive. The employee is required to obtain and maintain a Top Secret/Sensitive Compartmental Information clearance as a condition of employment.
This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
This is a KEY position IA W 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. Applicants for positions designated as "Key" positions who do not agree to this condition shall not be extended an offer of employment. The employee must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve while assigned to this position.
IA W DoDI 3020-42 the position has been locally or command designated as Mission Essential (ME) performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full.
May be required to perform Battle Roster functions during Exercise and Real World events. Battle Roster functions may include, but are not limited to, Joint Logistics Operations Center (JLOC), Contingency Command Center, Joint Operations Center, Joint Enabling Capability, and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations.
Physical/Medical examination is required as a condition of employment for pre-employment and as required, during employment. Incumbent must successfully pass examination and be able to continually perform the physical requirements of the duties.
Work may occasionally require travel away from the normal duty station on military or commercial aircraft in accordance with Joint Travel Regulations in performance of temporary duty (TDY).
Employee may be required to work and/or be "on call" after normal duty hours, which may include evenings, weekends, or holidays. The work may require the employee to drive a motor vehicle. An appropriate, valid driver\'s license may be required for the position.
This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP). The employee must meet or be capable of meeting Defense Acquisition Workforce Improvement Act (DA WIA) certification requirements applicable to the career category designated on the position description within 24 months of assignment. This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning points every 24 months.
Employee is required to file and submit an initial and annual Confidential Financial Disclosure (OGE F 450) report in the electronic Financial Disclosure Management (FDM) system in accordance with DoD 5500.07-R, Joint Ethics Regulation.
In the performance of assigned duties, employee uses tact, diplomacy, and professionalism to promote effective working relationships with a variety of offices and agencies.
YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled Telework". This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request.
Recruitment Knowledges, Skills, And Abilities (KSA)
Ability to work independently and with minimal oversight in a complex international environment with senior representatives of PN governmental organizations and domestic (federal, states, local) interagency representatives.
Know ledge of a wide variety of logistics support activities including, but not limited to, determination of funding requirements; DOD and Federal lnteragency supply support systems; strategic level integration of DOD core logistics functions.
Ability to organize and lead special study teams comprised of functional subject matter experts from a variety of federal and DOD organizations and commands; ability to analyze, organize and present data and findings, and offer proposed recommendations to executive level decision makers for both strategic and operational problem sets.
Ability to analyze, plan, and adjust work operations to meet program requirements and objectives within available resources, monitor progress and evaluate outcomes.
Knowledge of the full range of federal contracting laws, executive orders, regulations, policies, practices, methods and contract types.
Knowledge of the policies, practices, methods, techniques, regulations, statutes, laws, contract types, private business practices, and market conditions governing contracting for Federal Government in general and those in the specialty of contingency contracting.
Ability to communicate effectively, both orally and in writing, clearly, concisely and with technical accuracy.
Ability to establish effective working relationships with others.
Ability to development and apply new concepts to the resolution of contracting problems.
