Quality Program Manager for AllCare Health Headquarters in Grants Pass, Oregon
Summary
The Quality Manager supports the implementation and ongoing operations of the Quality Program for AllCare Health Plan, Inc and CCO. The role coordinates day‑to‑day quality activities, manages and preliminarily analyzes quality data, and assists in preparing reports to support organizational quality initiatives. The Manager applies Continuous Quality Improvement (CQI) methodologies, supports Performance Improvement Projects (PIPs), and handles quality measurement activities including HEDIS, CAHPS, HOS, Medicaid Quality Measures, and Star Ratings. Working under the Quality Director, the Manager ensures activities are executed effectively and align with regulatory requirements.
Responsibilities
Support implementation and tracking of quality measures and initiatives.
Coordinate logistics and documentation for QI Committee meetings, including agenda preparation and note taking.
Assist in preparation and validation of quality reports with internal IT partners.
Coordinate with internal departments to support QI Program activities.
Track and monitor quality data and report issues or trends to the Quality Director.
Maintain knowledge of CMS and Oregon Health Authority requirements and apply them to tasks.
Job Duties
Participate in meetings related to the QI program.
Implement quality programs and initiatives (HEDIS, CAHPS, HOS, HOS‑M) per established plans and timelines.
Develop, document, and execute QAPI, PIPs, QIPs, CCIP, and other improvement initiatives.
Compile, analyze, and maintain quality data and reports; collaborate with Information Systems staff on validation, reporting, and submission to committees.
Coordinate quality audits, medical record reviews, and committee operations.
Review and maintain quality policies and procedures; assist with updates and implementation.
Collaborate cross‑functionally to support quality standards and facilitate improvement efforts.
Provide operational and technical assistance to staff and subcontractors related to quality tools and reporting.
Prepare required materials for regulatory submission (Oregon Health Authority, CMS).
Maintain punctual, regular attendance; work collaboratively with a spirit of cooperation.
Follow direction from the Chief Medical Officer and Director of Quality; complete required LMS training.
Perform additional duties as assigned.
On Call Responsibilities
This position does not have any on call responsibilities.
Supervisory Responsibilities
The Manager directly supervises four employees in the Quality department and provides day‑to‑day oversight, onboarding, training, work assignment, performance input, and routine staff support. The Manager addresses routine staff issues and escalates complex matters to the Quality Director.
Job Requirements
May require a flexible schedule, with varying hours for locations, meetings, and educational opportunities.
May require use of personal vehicle for local travel (subject to mileage reimbursement).
May require use of a personal cell phone (stipend available).
Qualifications
Ability to perform essential duties with or without accommodation. Preferred credentials include a nursing degree or Master’s in Public Health; experience leading quality improvement programs is considered. Experience with disadvantaged populations and health disparities is highly desired.
Education
Bachelor’s degree (4‑year institution) or equivalent combination of education and experience.
Experience
2–4 years in healthcare quality improvement, quality management, or related field.
Experience supporting quality programs in a managed care or coordinated care organization, health plan, or delivery system.
Experience with HEDIS, CAHPS, HOS, Medicaid Quality Measures.
Experience with healthcare data collection, validation, analysis, and reporting.
Exposure to PIPs or other quality improvement initiatives.
Leadership experience providing guidance or oversight to staff or projects is preferred.
Certificates, Licenses, and Registrations
Valid Oregon Driver’s License and vehicle insurance (required).
Certified in Quality or Quality Management (preferred).
Registered Nurse License (preferred).
Technical Skills
Proficiency in Microsoft Office Suite (Excel, Word, Outlook, Teams, SharePoint).
Experience with healthcare quality data tracking systems and documentation management.
Ability to prepare clear, accurate reports and presentations.
Knowledge of quality improvement methodologies such as PDSA, root cause analysis, and process mapping.

Physical Demands & Work Environment
Occasional lifting of up to 10 pounds; primarily seated work with hand, verbal, and auditory tasks. Occasional standing and walking required. Moderate noise level. On‑site presence required as needed; remote work occasionally permissible. Local travel may be required.
Schedule
Mon‑Fri 8:00 AM–5:00 PM with a 1‑hour lunch and two 15‑minute paid breaks; 40 hours per week.
