Responsibilities

Under the direction of a program manager, conducts on‑site licensure inspections, complaint and incident investigations, and annual comprehensive surveys to determine compliance with federal and state health and safety regulations for Intermediate Care Facilities for Individuals with an Intellectual Disability or related condition.

Communicates clearly and accurately with others to provide, exchange, or verify information, answer inquiries, or resolve issues or complaints in Texas long‑term care facilities.

Conducts entrance and exit conferences with facility staff regarding findings.

Completes inspection or survey reports detailing deficiencies and narratives to support regulatory findings.

Revisits facilities to verify correction of previously cited regulatory violations.

Performs quality assurance reviews of documents prepared by others, such as publications, assessments, and reports.

Might supervise the work of team members during inspections and provide technical assistance to facilities.

Tests at hearings or in court proceedings to provide information regarding policy, procedures, history, findings, or activities.

Be available to assist with non‑skilled care and oversight to residents in a facility during emergency licensure action, and potentially provide skilled care if necessary.

Be available for on‑call duties for emergencies such as weather events or high‑priority situations in facilities or at providers.

Knowledge, Skills and Abilities (KSAs)

Knowledge of issues affecting populations at risk in various healthcare and institutional environments.

Knowledge of nursing principles and acceptable professional standards of patient care.

Knowledge of program regulations and procedures, survey techniques and principles.

Skill in interpersonal relations and in performing quality assurance monitoring, program review, certification, survey, or investigations.

Skill in providing guidance, policy clarifications, and information to others.

Skill in oral, written, and electronic communications, including computer word‑processing software.

Ability to multi‑task and track multiple activities with competing priorities.

Qualifications and Licensure Requirements

Must be licensed as a registered nurse by the State of Texas or a state that recognizes reciprocity through the Nurse Licensure Compact.

Must successfully complete state and federal training and become qualified to conduct surveys independently in the federal intermediate care facility program within the first 12 months of employment.

Initial Screening Criteria

Experience in a long‑term care regulatory program, preferred.

Experience in assessment and documentation of health status.

Prefer two years of experience providing services in a health care setting as a registered nurse.

Additional Information
Flexibility in work hours is required. The job requires 80% travel, including statewide travel, overnight and weekend travel. On‑call duties for emergencies or high‑priority situations may be required. Must have reliable transportation.
