Background
The OSCE Programme Office in Bishkek (POiB) is a committed partner to the Kyrgyz Republic in fulfilling its human dimension commitments. It supports the consolidation of democratic institutions by fostering public dialogue, enhancing civic engagement, facilitating civic education, and contributing to the development of an inclusive parliament and election processes.
Objective Of Assignment
Provide sign language interpretation services from/to Kyrgyz-Russian (KYR-RUS) for people with any degree of hearing loss at various events supported by the OSCE Programme Office in Bishkek.
Tasks And Responsibilities
Provide high-level consecutive and simultaneous sign language interpretation services at meetings, seminars, negotiations, and other events, including one-to-one and group situations, maintaining message content, context, and style.
Advise staff on accessibility needs, including seating arrangements, interpreter placement, and screen visibility.
Prepare interim and final reports using the OSCE reporting template.
Deliverables
High-quality sign language interpretation services from/to KYR-RUS during events, delivered accurately and efficiently.
Advice to staff on accessibility needs, including optimal seating arrangements, interpreter placement, and screen visibility.
Submission of interim and final reports using the OSCE reporting template with all required attachments.
Necessary Qualifications
University degree supplemented by specific studies in sign languages with specialization in interpretation techniques.
Minimum 3 years of experience in Kyrgyz and Russian sign-language translation.
Fluency in Kyrgyz and Russian; knowledge of English is an asset.
Experience in sign interpretation in the field of democratization and human rights is an asset.
Experience working with international organizations is an asset.
Computer literacy with practical experience using Microsoft applications.
Strong analytical, communication, and reporting skills.
Demonstrated gender awareness and sensitivity, and the ability to integrate a gender perspective into tasks and activities.
Remuneration Package
Remuneration will be based on the selected consultant's qualifications, experience, tasks, and deliverables for this position and in accordance with the OSCE established rates.
