Overview
The English Learner (EL) Teacher, under moderate supervision, performs instructional work with limited decision‑making discretion, providing leadership in an educational environment that encourages and nurtures learning for all students. The teacher supervises, monitors, and evaluates students while developing lesson plans to ensure all student needs are met. The EL Teacher also serves as the EL leader for implementing a school‑wide Language Instruction Educational Plan (LIEP) for all identified English Learners at respective schools. Employee performs school‑based work to carry out Board of Education policies under the direction of the principal.

The normal place of work is on the premises used by Charlotte‑Mecklenburg Schools. Charlotte‑Mecklenburg Schools reserves the right to require you to work at such other place(s) as it may reasonably require from time to time.

Essential Functions

Adhere to all state, federal, and local laws, policies, and procedures

Adhere to the North Carolina Professional Teaching Standards

Assist school administration in implementing all policies and rules governing student life and conduct; develop reasonable classroom behavior rules and procedures; maintain fair order

Create a culture of effectiveness by setting high standards and expectations for all students

Plan and implement an EL program of study that meets the needs, interests, and abilities of assigned students

Instruct students individually and in groups using various teaching methods

Create a classroom environment that provides student engagement and enables achievement of learning objectives

Guide the learning process toward curriculum goals and establish clear objectives for lessons, units, projects, and communicate these to students

Establish learning objectives based on student needs, NCDPI, Standard Course of Study, and district curriculum framework

Prepare for assigned classes and provide written evidence of preparation upon request

Diagnose student learning challenges regularly, seeking assistance of central office staff as required; maintain accurate records for IEPs and 504 plans

Provide an instructional program that meets the needs of all students including those with disabilities and limited English proficiency

Establish and maintain school‑based LIEPs, instructional schedules, and service delivery for ELs

Prepare materials and classrooms for activities

Encourage students to explore learning opportunities and persevere through challenges

Use techniques and strategies that promote critical, creative, and evaluative thinking

Prepare, administer, and grade tests and assignments to assess progress

Assign and grade classwork and homework

Serve as test administrator for the North Carolina Test Program and meet requirements outlined in the North Carolina School Test Coordinator's Handbook and related policies

Observe and assess student performance, behavior, social development, and physical health regularly

Meet with parents/guardians to discuss progress, priorities, and resources, and encourage involvement; collaborate with counselors and administrators to resolve behavioral and academic issues

Foster strong school–home relations for parents/guardians of EL students and facilitate communication between school and home to ensure engagement

Prepare and implement enrichment and remediation programs

Attend Professional Learning Community (PLC) and staff meetings for data analysis and instructional planning; assist other staff with understanding EL policy through training

Participate in professional development focused on acquiring and improving skills and knowledge

Perform safety functions and drills to maintain a safe instructional environment; take all necessary precautions to protect students, equipment, and facilities

Perform related work as required

Knowledge, Skills, Abilities

Comprehensive knowledge of curriculum principles, standards, and expectations in the assigned area

Ability to utilize appropriate data and information to make instructional decisions for students

Knowledge of various learning styles, curriculum development, program evaluation, effective instruction, classroom management, assessment, diagnosis, and research related to learning

Strong verbal and written communication skills

Computer skills, including Microsoft Office and Google Workspace

Ability to learn and use specialized tools, equipment, or software related to instructional practice and business needs

Ability to implement local, state, and federal rules into daily operations

Effective communication in all settings and mediums

Strong problem‑solving and judgment skills

Maintain confidentiality regarding school system business

Take initiative, work independently, and exercise sound judgment

Work effectively in a deadline‑driven, rapidly changing team environment

Education and Experience

Bachelor's degree required

Valid NC Teaching certification or eligible for NC Teaching certification in the assigned area

Equivalent combination of education and experience
