JOB DESCRIPTION
This position performs advanced level work with the responsibility of managing the Property Section under the supervision and direction of the Bureau Chief of General Services, Division of Finance & Operations. It supervises staff in the Property Section and related functions such as Property, Surplus, Mail Services, Warehouse and Distribution Center, Office Moves, and Cubicle Modifications. Responsibilities include ensuring items purchased by the Department of Education and Anchor Grant Programs comply with Chapter 273, Florida Statutes, the rules of the Auditor General, Chapter 10.300 – State‑Owned Tangible Personal Property for guidance in property control, and the FLAIR Property System Manual.
DUTIES & RESPONSIBILITIES
Spending majority of time communicating with, motivating, training and evaluating employees, and planning and directing employees’ work.
Preparing expectations, completing performance appraisals, meeting with staff individually to discuss expectations and performance issues, developing work plans, ensuring proper office coverage, approving monthly timesheets and leave requests for all direct reports. Participating in hiring and making hiring and disciplinary recommendations.
Overseeing bureau operations, including building modifications, ADA compliance, mailroom operations, warehouse operations and property inventory.
Managing all functions for expenditures for improvements on state‑owned buildings and ensuring depreciation calculations are completed.
Reviewing all Ariba On Demand requisitions for the Department of Education, Division of Blind Services and Vocational Rehabilitation offices and approving or denying requests to ensure compliance with regulations and policies.
Working with vendors to obtain quotes for projects in the Turlington Building.
Reviewing monthly redistribution of costs of statewide Florida Department of Education moving charges and providing information to the Comptroller’s Office for payment.
Ensuring the FLAIR Custodian Delegate File is updated and maintained per state rules and regulations.
Training Delegated Coordinators and Custodian Delegates on policies and procedures.
Managing completed OCO vouchers, calculating per unit costs, approving property tag assignment forms, assigning tag numbers to newly acquired property, sending tags to appropriate division, and inputting property data into the FLAIR Property Subsidiary Subsystem. Overseeing research and records of property acquisitions, transfers, disposals and transaction records. Managing the property pending file and ensuring all transactions are cleared monthly. Maintaining property records in accordance with state rules and regulations.
