
Program Supervisor (Storehouse)

The City of Norfolk's Department of Utilities is seeking qualified candidates for the position of Program in Operations. This person manages the storehouse, including ordering supplies and materials as well as supervises the storekeepers. This position will be responsible for procuring all materials and supplies, maintaining all records and reports related to the inventory.
Essential functions include but are not limited to:
Supervises storehouse by directing storekeepers, ensuring good customer service, monitoring and evaluating performance, providing guidance and direction monitoring work quality
Identifies and reviews customer requirements, ensuring adequacy of available supplies, obtaining best price quotes and delivery from vendors, monitoring vendor performance
Monitors for compliance by reviewing purchases to ensure program compliance and establishing methods of assuring compliance with all purchasing and procurement policy, procedures, and guidelines
Ensures storehouse record keeping and inventory is accurate and up-to-date
Prepares comprehensive financial reports regarding spending and supply projections
Assists with compiling year-end reports, statistics and providing analysis of storehouse spending and supplies
Evaluates operational requirements for effectiveness and advises manager of known issues and work force needs
Assist with developing project-specific language for legal agreements
Communicates clearly in written form as well as verbally in person and over the phone
Performs various administrative duties including processing payroll, approving leaves and absences, completing performance evaluations and performing disciplinary action
Perform all other job duties requiring skills, knowledge and physical requirements as demanded by this position
Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.
Five years experience.
The desired candidate will possess the following:
Knowledge ofgeneral accounting processes;
Knowledge of procurement processes and procedures:
Demonstrated leadership skills and supervisory experience;
Excellent verbal and written communication skills;
Demonstrated interpersonal skills;
Knowledge of Microsoft Excel and financial billing systems is preferred;
Valid Driver's License
Work Hours
Monday through Friday; 7:00 a.m. to 3:30 p.m.

This position is designated as an Essential position which means you may be required to work rotating, extended, after hours, weekends and/or holidays in response to emergencies and severe weather events.
