Purpose Summary

Performs a variety of specialized or technical accounting duties and cashier functions within the assigned department. Provides customer service to the public and county employees at the front counter of the Utilities Department.
Essential Duties

1. Financial Administration
Support the division in implementing the county's financial policies and procedures.
Process and record invoices, complex journal entries, and other transactions.
Maintain logs or records, balance accounts, and notify appropriate personnel when limits are reached.
Post accounts receivable and daily deposits as required.
Prepare a variety of department reports, including special and recurring accounting reports.
2. Accounting and Reconciliation
Monitor and assist the department with internal controls, internal auditing, and reconciliation of accounts.
Examine and analyze accounting records of the department or vendors to verify accuracy of figures, calculations, and postings.
Review data and make necessary corrections or generate lists of discrepancies for adjusting.
Review computer reports to identify and trace sources of errors.
3. Customer Service and Communication
Provide customer service in person or via telephone.
Conduct research to answer questions and resolve routine problems encountered by staff or customers.
Contact appropriate personnel to resolve problems.
4. Records and Filing
Receive and sort incoming and outgoing mail as assigned.
Maintain subject matter files and retrieve information as needed.
Assure that file records are kept orderly and current.
5. Teamwork and Compliance
Work as a team member within the department and with other departments.
Participate in off-site community outreach meetings.
Additional duties: Other duties as assigned.
Qualifications

A. Education: High School Diploma or equivalent
B. Experience: Two (2) years of full-time accounting bookkeeping experience. Experience in governmental finance or accounting and cash receipting, balancing and reconciliation is preferred.
C. Education/Experience substitution: In accordance with County Policy.
D. Licenses/Certifications: Valid driver's license. Must maintain a valid driver's license and an acceptable driving record in accordance with County policy.
E. Other: Must pass pre-employment background check and driving record check. Must pass pre-employment credit check. Bilingual (English/Spanish) required.
Knowledge, Skills, and Abilities Required by the Position:

Knowledge of:
Ordinances and regulations.
Internal controls governing financial operations of the County (financial statements, general ledgers, budgeting, payroll, accounts payable/receivable, fixed asset control, management directives).
Principles, practices, and techniques of public financial administration and budgeting procedures
Business English (spelling, grammar, punctuation).
Advanced accounting techniques.
Skill in:
Analyzing and evaluating information accurately.
Following policies and procedures.
Using general office and accounting equipment.
Computer operation (word processing, spreadsheet, and database software).
Ability to:
Analyze financial data and maintain accurate financial records.
Prepare and manage budgets and financial reports.
Communicate clearly and effectively in writing.
Handle sensitive and confidential matters with discretion.
Establish and maintain effective and cooperative working relationships with others.
