Position Overview / Duties
This is a Procurement Analyst position with Galveston Contracting Division, Business Oversight Branch, located in Galveston Texas.

Duties

Interpret higher-level contracting policy and directives and provides guidance and assistance to the agency.

Implement and recommend the development of overall agency policy and regulations governing the contracting activities of the agency.

Relate policies and procedural guidance from higher echelons to specific missions assigned to the agency and take appropriate action.

Review and recommend revisions to policy and regulations containing contracting related matters.

Lead process improvement teams to ensure the most efficient processes and procedures are established that foster streamlining and maximum flexibility.

Basic Requirement for 1102 Contracting Series
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

Exemption
The education requirements listed above apply only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent)-1102 or before September 30, 2000 are also exempt from meeting this requirement.

Requirements
Specialized Experience:

One year of specialized experience at the GS-11 grade level or equivalent which includes 1.) Utilizing multiple contracting strategies to carry out pre and post award procurement actions, AND 2.) Conducting negotiations for acquisition plans and contracts, AND 3.) Gathering and evaluating price or cost data for a variety of pre-award and/or post-award procurement actions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11 or equivalent.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.

The incumbent is required to file an OGE Form 450, Financial Disclosure Report upon entering on duty in this position and annually thereafter.

Hiring incentives relocation bonus, may be authorized (subject to available budget).

Relocation (PCS) expenses may be authorized (subject to available budget) if the selecting official determines the relocation is in the best interests of the government.

This position is eligible for situational telework.

Must possess a foundational Contracting Certification at time of appointment.
